The hard-nosed, cynical, humorless population of 3.094 billion Caecarians are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

The enormous, corrupt, moralistic, well-organized government prioritizes Administration, with Industry, Law & Order, and Healthcare also on the agenda, while Spirituality and Welfare aren't funded at all. It meets to discuss matters of state in the capital city of Caecar City. The average income tax rate is 86.1%, and even higher for the wealthy.

The frighteningly efficient Caecarian economy, worth 454 trillion Frees a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. However, for those in the know, there is an enormous, deeply entrenched, quite specialized black market in Retail, Furniture Restoration, Gambling, and Uranium Mining. The private sector mostly consists of enterprising ten-year-olds selling lemonade on the sidewalk, but the government is looking at stamping this out. Average income is an impressive 147,030 Frees, and evenly distributed, with the richest citizens earning only 2.4 times as much as the poorest.

Dining out often involves Overminds on the plate no matter what you order, the legalization of meat has skewered the sales of vegetarian substitutes, the government confiscates candy from babies for 'the greater good' of the nation, and the government insists that bizarre Lilliputian language game shows were made domestically. Crime is pervasive, perhaps because of the country's complete lack of prisons. Caecar's national animal is the Overminds, which is also the nation's favorite main course.
