The Lunar Empire of Aviace is a mammoth, cultured nation, ruled by King Elliott II with an even hand, and remarkable for its national health service, irreverence towards religion, and absence of drug laws. The compassionate population of 9.825 billion Aviaceans enjoy extensive civil freedoms, particularly in social issues, while business tends to be more regulated.

The relatively small, corrupt, liberal government juggles the competing demands of Administration, Education, and Industry. It meets to discuss matters of state in the capital city of Novo-Palas. The average income tax rate is 26.0%, but much higher for the wealthy.

The frighteningly efficient Aviacean economy, worth a remarkable 1,728 trillion Avas a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. However, for those in the know, there is a large, well-organized, fairly diversified black market in Information Technology, Retail, Arms Manufacturing, and Book Publishing. The private sector mostly consists of enterprising ten-year-olds selling lemonade on the sidewalk, but the government is looking at stamping this out. Average income is an impressive 175,886 Avas, and evenly distributed, with the richest citizens earning only 2.3 times as much as the poorest.

Nine-year-olds are discovering that they can grow gardens in real life too, there's never enough space in space, all facts are created equal, and ghost regiments exist only on paper. Crime is totally unknown. Aviace's national animal is the Eastern Dragon, which teeters on the brink of extinction due to toxic air pollution.
