The People's Republic of Averyickan City is a colossal, orderly nation, ruled by King Avery I with an iron fist, and renowned for its avant-garde cinema, ritual sacrifices, and punitive income tax rates. The hard-nosed, cynical, humorless population of 7.715 billion Averyickan Cityians are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

The government — a sprawling, bureaucracy-choked, corrupt, moralistic, well-organized morass — juggles the competing demands of Law & Order, Defense, and Environment. It meets to discuss matters of state in the capital city of Avery's City. The average income tax rate is 95.9%.
