The Corrupt Partisan Tribunal of Zeu is a mammoth, cultured nation, ruled by The Tribunal with an iron fist, and remarkable for its sprawling nuclear power plants, flagrant waste-dumping, and spontaneously combusting cars. The hard-nosed, hard-working, cynical, humorless population of 5.987 billion Zeuans are kept under strict control by the oppressive government, which measures its success by the nation's GDP and refers to individual citizens as "human resources."

The relatively small, corrupt, moralistic government juggles the competing demands of Administration, Industry, and Defense. It meets to discuss matters of state in the capital city of New Denver. Citizens pay a flat income tax of 46.0%.
