The hard-nosed, cynical, humorless, devout population of 22.14 billion PenguinPiesians are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

The government — a sprawling, bureaucracy-choked, corrupt, moralistic, socially-minded, well-organized morass — juggles the competing demands of Education, Healthcare, and Defense. It meets to discuss matters of state in the capital city of PenguinPies City. The average income tax rate is 95.0%.

The very strong PenguinPiesian economy, worth a remarkable 3,276 trillion Oreos a year, is driven almost entirely by government activity, with private enterprise illegal. However, for those in the know, there is an enormous, deeply entrenched, highly specialized black market in Arms Manufacturing, Cheese Exports, Book Publishing, and Information Technology. The private sector mostly consists of enterprising ten-year-olds selling lemonade on the sidewalk, but the government is looking at stamping this out. State-owned companies are the norm. Average income is an impressive 148,005 Oreos, and evenly distributed, with the richest citizens earning only 2.1 times as much as the poorest.

Maxtopian tourists make expensive pilgrimages to PenguinPies City to enjoy their national art, the police double as repo men, foreign nationals are widely distrusted, and the PBI Channel Tunnel project is plagued by delays. Crime, especially youth-related, is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. PenguinPies's national animal is the Hippo, which is also the nation's favorite main course, and its national religion is PIE.
