The Principality of Gracca is a massive, cultured nation, ruled by Emperor Tamati I with an iron fist, and renowned for its national health service, sprawling nuclear power plants, and ubiquitous missile silos. The hard-nosed, hard-working, cynical, devout population of 4.978 billion Graccans are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

The medium-sized, corrupt, well-organized government prioritizes Defense, with Education, Industry, and Administration also on the agenda. It meets to discuss matters of state in the capital city of Randgriz. The average income tax rate is 72.7%, and even higher for the wealthy.

The frighteningly efficient Graccan economy, worth 779 trillion G-Bills a year, is broadly diversified and led by the Arms Manufacturing industry, with significant contributions from Information Technology, Tourism, and Book Publishing. Black market activity is rampant. State-owned companies are common. Crime, especially youth-related, is totally unknown, thanks to a capable police force and progressive social policies in education and welfare. Gracca's national animal is the Phoenix, which soars majestically through the nation's famously clear skies, and its national religion is Graccanism.
