Hello and welcome to the region of Force! Whether you just joined NationStates, are looking for a better region, or just decided to check in - Force is the region for you! You may have joined because of the recruitment telegram or through other methods, but there’s a lot more about us than you may take away at first! From the Government and Civil Service, to Roleplay and a great Community, our region has a lot to offer. But that can get overwhelming, which is where this guide comes in handy! Learn about the government, elections, people and activities, while you discover all of the perks of being a citizen!

Our community talks in three main places: On our Regional Message Board, LinkForums, and LinkDiscord Server. The latter of these has turned into one of the essential elements of life here, as it serves as the main hub for government activities, general discussion, contests, meetings, and helpful starting info. Joining the server also ensures you keep up to date with different activities, the passage of laws, elections and voting on amendments, ongoing political debates, community discussions, and more. If being an active part of the community is your thing, then there's no reason not to join our LinkDiscord.

Force was founded on the 30th of January 2017 by Founder and now-Emperor Renegalle, but it only started taking form on the 29th of April, after the creation of the first regional forums and the creation of the Ministries of Internal and Foreign Affairs. This was followed by the creation of the Ministries of Roleplay, Military, and the former Ministry of WA Affairs. Only on June 10th was the first Prime Minister elected and on July 2nd was the first Constitution implemented. And now - on its third Constitution and after thirteen Prime Ministers over seventeen terms, the Union is ever-growing and ever-changing, thanks to the people over the years who've helped it become what it is today. You can be a part of our history too, but only if you choose to work hard and get noticed!

One of the main elements of life in the Union is its government. The Government of the Union is divided into multiple branches, each tasked with overseeing lawmaking, communications, management, moderation, and many many more. Multiple branches exist in order to allow for an effective power division, while creating a government with viewpoints and proposals from citizens with different ideas and projects. Every citizen is entitled to participate in the different parts of the government, each serving a different role.

  • The High Court - as the judicial branch of the government, the Justices of the Court are responsible to see to cases filed against individuals in the court of law, as well as decide upon the constitutionality of bills passed by the House of Representatives.

  • The House of Representatives - composed of representatives from Force, the States, and various territories, the House is responsible for all federal legislation, including constitutional amendments, which start in the House. It is the second most important branch of government, and is responsible for keep the power of other bodies in check, while working on improvements for the government based on the needs of the citizens. The House is led by a Speaker, responsible for communicating passed laws and mediating sessions, representing the House, and maintaining activity.

  • Cabinet - the Cabinet is responsible for appointing Ministers, and it is directed and overseen by the Prime Minister, the Union’s Head of Government.

  • Ministries - The Union has a wide number of ministries, each tasked with developing and reviewing a different aspect of the government. Each ministry is led by a Minister and Deputy Minister appointed by the Prime Minister. The Ministries are as follows:

    • Foreign Affairs - handles diplomatic relationships embassies and ambassadors.

    • Internal Affairs - focuses on recruitment, welcoming, government affairs, and connecting with citizens.

    • Media and Culture - directs cultural activities and events, runs national holidays, writes The Force Flyer, and produces other government media.

    • Roleplay - oversees the Union RP, including its map, statistics programs, and official RP events. It also routinely changes time periods and updates the types of stats available.

For as long as the Force Government has existed, Civil Service has served as one of its most important foundations. Our Civil Service is composed of different offices based in the Ministries, each consisting of developing a specific area or project related to said Ministry.

All citizens are encouraged to participate in the Ministries, in which they can get a shot at developing projects and initiatives from their respective area. For instance, the Ministry of Media and Culture offers positions for editors and writers for The Force Flyer and the Internal Affairs Ministry offers positions as hosts or recruiters. Ministries can only exist and work efficiently with the help of citizens, through the Civil Service, which allows anyone to seek a job in government and better the region and the Union as a whole.

  • The Governorship Program was created to allow citizens to govern a territory and allow them to grow a region, and consequently, a government, under the guidance and watch of the federal government. It allows you to experience firsthand the management of a region while having steady support to back you up, should you need help.

  • The Media Policy allows you to form independent news outlets which can be supported and officially recognized by the federal government, as long as their content covers happenings in the Union. It allows any citizen to make their voice heard and hold those in power accountable. A list of recognized media outlets can be found here.

  • If you have dived head-first into the Roleplay, you may be interested in joining the Roleplay Ministry, the decision making and moderation team for the Roleplay!

In many NationStates communities, one of the biggest highlights is an RP, and the Union is no exception. The Union Roleplay combines well organized political situations, diplomatic simulation and creative events. There are a few steps involved in getting into the RP, but it has become an experience no member should miss.

In order to enter the RP, you need to join our LinkRoleplay Discord Server and apply through there.

When you enter the RP, there are many things to do depending on how you want to manage your nation. Want to create a commercial empire with hundreds of trade routes? Sure! Become a warmonger and seek world domination? Go right ahead! Participate in UN debates and missions, host meetings with your fellow leaders, deal with rebellions, create ground-breaking policies, form alliances, and deal with events and foreign relationships? Why not!

The RP has something for everyone - even you!

Over the course of its 4+ year history, the Union has steadily grown to have an incredibly diverse and welcoming community. On our RMB, LinkDiscord, and LinkForums, you will have the opportunity to discuss, debate and chat with citizens from all over the world, as you share global news, discuss regional politics, and enjoy casual conversations with friends. Our LinkDiscord server is the main place you ought to be if you really want to be immersed in our community.

One of the most exciting times to be a citizen is during our elections, where voting for Prime Minister, House Reps., and Court Justices is held! Anyone in Force and the rest of the Union is allowed to run for office and vote - even as a newcomer. During the elections, candidates will engage in debates and interviews, and are encouraged to rally support with inspirational activities, posters, and other creative ways of getting out your message.

And of course, we have one of the latest elements of our community, clubs! Any citizen can create a clubs focused around an activity, interest, or piece of media, allowing you to pursue your interests and find others who share them. There are a wide variety of different clubs, such as the Anime Club, Culinary Association, and...uh...Clock Front?

Well, if you made it through this whole guide, we can safely say you know just about everything you need to know about our great Union. But, you shouldn’t stop here, because Force is a region so varied, we’d need a couple thousand extra pages to write absolutely everything down, and that would be kind of boring. The point is, the Union is about every single one of our citizens, because, let’s be real, what’s the point of having a great community if there’s no one to enjoy it?

Force was founded on the 30th of January 2017 by Founder and now-Emperor Renegalle, but it only started taking form on the 29th of April, after the creation of the first regional forums and the creation of the Ministries of Internal and Foreign Affairs. This was followed by the creation of the Ministries of Roleplay, Military, and the former Ministry of WA Affairs. Only on June 10th was the first Prime Minister elected and on July 2nd was the first Constitution implemented. And now - on its third Constitution and after thirteen Prime Ministers over seventeen terms, the Union is ever-growing and ever-changing, thanks to the people over the years who've helped it become what it is today. You can be a part of our history too, but only if you choose to work hard and get noticed!

One of the main elements of life in the Union is its government. The Government of the Union is divided into multiple branches, each tasked with overseeing lawmaking, communications, management, moderation, and many many more. Multiple branches exist in order to allow for an effective power division, while creating a government with viewpoints and proposals from citizens with different ideas and projects. Every citizen is entitled to participate in the different parts of the government, each serving a different role.

  • The High Court - as the judicial branch of the government, the Justices of the Court are responsible to see to cases filed against individuals in the court of law, as well as decide upon the constitutionality of bills passed by the House of Representatives.

  • The House of Representatives - composed of representatives from Force, the States, and various territories, the House is responsible for all federal legislation, including constitutional amendments, which start in the House. Embassy Requirements

  1. Must have at least 50 nations

  2. Must have at least 20% of its population (or 10 nations, whichever is lower) in the World Assembly

  3. Must have an active RMB

  4. Must not be an embassy collector

  5. Must not be a puppet storage region

  6. Must have a Discord server

  7. Embassies cannot be of extremist (i.e. fascist) ideology

Special exceptions will be made for regions not meeting the first six requirements that have a special relationship with the Union, at the discretion of the Minister of Foreign Affairs.


Consulate Requirements

  1. Must have at least 30 nations

  2. Must have least 10% of its population in the World Assembly

  3. Must have an active RMB

  4. Must not be an embassy collector

  5. Must not be a puppet storage region

  6. Must have an off-site forum

  7. Embassies cannot be of extremist (i.e. fascist) ideology

Special exceptions will be made for regions not meeting the first six requirements that have a special relationship with the Union, at the discretion of the Minister of Foreign Affairs.


Conditions

  • Abusing embassy posting privileges will result in bans of the nations that posted the messages, or in extreme cases, immediate embassy closure

  • Not maintaining the requirements to have an embassy are grounds for embassy closure

  • Being in conflict with the Union's allies or in bad standing with the international community may result in embassy closure

  1. Ally/Partner - Regions that have signed treaties with, are in an organization with, and/or have consistently cooperated with the Union

  2. Friendly - Regions that have collaborated with the Union in events of any manner to strengthen the bond between the two

  3. Engaged - Regions that have actively pursued more intimate relations with the Union (e.g. sending ambassadors)

  4. Neutral - Regions that have made no diplomatic endeavors with the Union further than opening embassies

  5. Hostile - Regions that have taken action against the Union and its ideals

  6. Enemy - Regions that are at war with the Union

The RP has something for everyone - even you!

Over the course of its 4+ year history, the Union has steadily grown to have an incredibly diverse and welcoming community. On our RMB, LinkDiscord, and LinkForums, you will have the opportunity to discuss, debate and chat with citizens from all over the world, as you share global news, discuss regional politics, and enjoy casual conversations with friends. Our LinkDiscord server is the main place you ought to be if you really want to be immersed in our community.

One of the most exciting times to be a citizen is during our elections, where voting for Prime Minister, House Reps., and Court Justices is held! Anyone in Force and the rest of the Union is allowed to run for office and vote - even as a newcomer. During the elections, candidates will engage in debates and interviews, and are encouraged to rally support with inspirational activities, posters, and other creative ways of getting out your message.

And of course, we have one of the latest elements of our community, clubs! Any citizen can create a clubs focused around an activity, interest, or piece of media, allowing you to pursue your interests and find others who share them. There are a wide variety of different clubs, such as the Anime Club, Culinary Association, and...uh...Clock Front?

Well, if you made it through this whole guide, we can safely say you know just about everything you need to know about our great Union. But, you shouldn’t stop here, because Force is a region so varied, we’d need a couple thousand extra pages to write absolutely everything down, and that would be kind of boring. The point is, the Union is about every single one of our citizens, because, let’s be real, what’s the point of having a great community if there’s no one to enjoy it?

Overall, we hope you spend a long time with us here in the Union, and if you do ever decide to leave, we hope you do so with great memories of our little piece of the world.

FORCE - On July 25th, the YourChoice Program asked a few Registered Roleplayers their opinions on matters related to Force's Official Roleplay. Around 6 members took the short Survey which could be used to gain a general understanding of the Roleplay and ideas to be used to bolser it.

The anonymous Survey Station was a Discord Server made specifically to streamline and automate the survey-taking process and maintained the full anonymity of the taker's responses. This was done using the features of two Discord bots, Reaction Roles and Pollmaster, of which their features can be found Linkhere and Linkhere, respectively. The voter turnout was not the best as the Survey was offered to a select few individuals. Their answers are completely anonymous - even to me! So without further ado, here are your survey results:

There was also a new addition introduced with the survey, a suggestions portion where the Survey-takers had the chance to make suggestions for a name, an RMB roleplay, or overall improvements. Four individuals gave their suggestions;

Roleplay Names:

  • Proteus Roleplay

  • The Unified States

  • Force Globalisation

  • RP-name should be put on vote in the RP itself. Likely use the name of FORCE's "planet" itself

RMB Roleplay Suggestions:

  • Name it ForceBook (suggested by two people)

Overall Suggestions:

  • Currently the old Players have snowballed to a point where new Players have no way of resisting their plans or have no chance of growing to be equivalent to them. Examples: have a way to balanced high GDP growth/have a limit on how you can grow it (you can't just repeatadly invest money in industry if you don't have the people that can work in them)

FORCE - Prime Minister Questions, or PMQs, were introduced on May 4th, 2020 by then-Deputy Speaker of the House [FUP] Sir Lashnakia through House Bill 40, the LinkPrime Minister's Questions Act with the written purpose as "To assist with cabinet transparency and getting information to the citizens" through the Prime Minister being asked questions gathered by the House of Representatives. Former Prime Minister [FP] Sir Salibaic partook in a few sessions of PMQs, and only recently has the present Prime Minister, [FUP] Caduceo, participate in his first session, held by Deputy Speaker and High Commisionner Sir Salibaic in Speaker [FP] Suter's sudden leave. It happened publicly at the House Chambers on the 24th of July from 4:00 pm GMT to around 5:30 pm GMT but in case you missed it, here is the full PMQs Transcript:

    Prime Minister Caduceo: Greetings, Mr. Deputy Speaker

Deputy Speaker Salibaic: Thank you Mr Prime Minister. I will allow for 5 mins to allow other reps to turn up otherwise I will ask you just mine and Suter's questions.

[5 Minutes Later] Now we may begin, Mr. Prime Minister. What is your plan to tackle Capital population?

    Currently, we're handling that through my Manual Recruitment and IA being commissioned to improve the current Newcomer's Manual

Thank you, How is your government planning to carry out its world assembly program?

    Currently we're a bit falling behind on that but we'll most likely start off with naming it as most other WA Programs and creating informative dispatches to encourage raising the WA Population.

But what specifically will this program do?

    It will prioritize mostly on endorsing each other, especially New Legland, and staying inside the Union and the WA for now, since we're a relatively medium-sized region and don't need to majorly participate in the WA.

How are you going to deal with the lack of civil servants?

    That's a good question, I've recently asked Cabinet if they wanted to reorganize their Civil Servant positions so that we can create an on-site campaign to increase awareness on Civil Service, hopefully attracting attention towards it. I'll also be tightening the reins a slight bit on Cabinet.

How do you plan to use forums?

    What do you mean specifically?

What will your administration do to encourage forum usage, and will you be publishing governmental documents to it?

    Ah I see, thank you for the clarification.

    Currently, the most major uses for the Forums are for Law, the Court, and different Application processes. While there's nothing wrong with that, formatting on the forums is a slight bit restrictive compared to Dispatches and are not the most accessible to NS, since a few Citizens in the past don't prefer using the Forums.

    So we might organize stuff on the Forums to redirect to more important things, Government Documents are still being constantly published on the Forums; It's made less for communication between Citizens as it is for organization of the Government

Thank you, I have been informed that there is slight inactivity inside cabinet, do you feel that any of your ministers are inactive and if so who?

    I will admit that while the Cabinet channel and a few Ministries are quite quiet, I wouldn't call any of my Ministers inactive yet, most of them are simply busy.

Do you feel any specific ministry is falling behind the rest?

    I wouldn't be too inclined on pointing any fingers to cause discouragement. No Ministry's "falling behind", there's simply more room for improvement.

Do you agree with weekly update reports for ministers as described in [the Freedom of Information Act]?

    I mean past administrations already publicly released Update Reports from their Cabinet, and while a weekly update is a slight restrictive, I see why it's needed.

What do you think of the current House?

    It's doing its job quite well considering a good chunk of it was only elected this month.

Are you keeping up with the pressure that this role is giving you?

    What do you mean specifically by "keeping up"?

To continue doing something in the same manner or to the same level of proficiency.

    So just to clarify, are you asking me if I'm living up to the successes of past holders of this position?

I assume so

    Ah well if that's the question, I think it's too early to tell. I can certainly understand the difficulties of this position but I think it's too early to tell if I'm "keeping up"

The House seems to be currently more active than the Cabinet, do you have any plans to change that?

    Ah well that's quite a claim but if that's the case, I mentioned before that I'll be a bit tighter in Cabinet and make sure they get their things done properly and timely without giving them too much weight to bear.

Do you support the creation of an Activity Commission?

    And what would that imply?

The reinstatement of GARC

    Ah I'm sorry but do you mind reminding me what GARC stands for

    Ah thank you very much, as for the question - I'm not quite sure yet

Do you agree we should have Ministerial Questions?

    I think it would be a tad bit excessive especially since the [Freedom of Information Act] will already require weekly updates and people can already easily converse with their local Ministers

Do you think the House should be elected with Proportional Representation?

    I'm not quite sure, especially since we have relatively small parties in place

Do you think the House should be elected with Mixed Member Proportional Representation?

    Once again, parties are relatively small

There has been much speculation that the primary reason you won the last election was due to your use of telegrams. Do you think it is fair that people who can afford stamps are able to win easier, if not how should we fix this?

    I didn't realize there was "much speculation" around that part but I'm clarifying that I did not use Stamps for those telegrams. I sent a smaller batch manually beforehand but as for the region-wide telegram, I was allowed to send one out by Renegalle.

    Also, if the reason that I won the election was because of telegrams, then my opponent would've had a massive advantage over me as he used stamps for the Capital's region-wide telegram

Do you agree territorial oversight should stay with the Founder and the High Commission?

    I don't see why not, the Founder already had the oversight before and as far as I'm aware the High Commission is doing their job.

How do you plan to increase governmental participation? As well as voter participation?

    Awareness and outreach as I'd campaigned for before the Elections. Simply getting the word out more efficiently onsite and making it easier for everyone should hopefully increase both.

But isn't there a situation were people don't even know how to vote? And that doesn't address governmental participation

    Which is why we've planned to improve the Newcomer's Manual and help release more guides for things such as joining the Discord, knowing your way around the forums, and such as that where we'll have a guide for the newly implemented voting system in place and as far as I'm aware [The Minister of Internal Affairs United Nations of Colombia] is already writing those.

    And for the Governmental Participation specifically, being more vocal with the Governorship Program and utilizing the Academia de Nocturna for guides to elections and positions and such should help.

Isn't governorship under the rule of the Founder alone?

    Yes but if people are interested in joining, the Founder can help them get started. We've had something similar happen a week or so ago when someone wanted to become a Governor and Renegalle was helping them out but unfortunately I believe they've gone inactive before they started.

Shouldn't that be purely run by the founder though rather than your government?

Renegalle: no, they actually came back a week ago lol.

    Ah that's good to hear [Renegalle], thank you for letting me know

Renegalle: I already let you know a week ago but sure

    There weren't any further updates so I thought they disappeared
    [Sir Salibaic] yes, but we're raising awareness on the matter in order to help out the Union in a whole. I don't see the problem if it's a win-win

If it was awarenes spreading, it should be done by the high commission or founder?

    I don't quite see the problem you're putting up. I was welcoming them into Force and they seemed interested in Governorship, so I told them how it worked and when they were interested I let Renegalle know; And that was before I was PM; I think

Wouldn't this be cabinet [encroachment] into an area of government it has no control over?

    Mr. Deputy, the matter started on July 7th and the main purpose wasn't to recruit them into Governorship, they simply read the Newcomers Manual and found interest in Governorship. The Territorial Revision Amendment passed days earlier but it started coming into effect after the 7th

We are talking about a [Governorship] program which you still propose. And the [Territorial Revision Amendment] passed before that

    But you started as High Commission on the 11th

    And I will reiterate the main purpose wasn't to get them into Governorship, it was to welcome them into the region and the opportunities available for them

But shouldn't advertising be done by the authorities that control it

    I was still MoIA on the 7th and it was my job to welcome them. And I didn't advertise it, it was on the Newcomer's Manual and they read it which they found interesting

And we aren't talking about that one event. We are talking about the actual program, Mr Prime Minister

    I'm loosely talking about it, since there is no actual "Program" in place. Now may I remind you that this is PMQs and we should move back to the planned questions sent in my you and your colleagues.
