The hard-nosed, hard-working, devout population of 1.501 billion pirates are either ruled by a sleek, efficient government or a conglomerate of multinational corporations; it's difficult to tell which.

The minute government, or what there is of one, juggles the competing demands of Public Transport, Industry, and Spirituality. It meets to discuss matters of state in the capital city of Grayhaven. The average income tax rate is 4.8%.

The powerhouse buccaneer economy, worth 115 trillion federal dollars a year, is driven almost entirely by the private sector, which is broadly diversified and led by the Gambling industry, with major contributions from Soda Sales, Arms Manufacturing, and Retail. Average income is 77,201 federal dollars, and evenly distributed, with the richest citizens earning only 4.7 times as much as the poorest.

The arms industry is backed by government subsidies and harsh anti-protest laws are in place, cash-strapped junkies lick rabbits for a cheap high, ignorance is considered a politically desirable quality, and oil rigs in winter are heated by contained oil slick fires. Crime, especially youth-related, is pervasive, probably because of the absence of a police force. Sable Bay's national animal is the five-headed dragon, which teeters on the brink of extinction due to toxic air pollution, and its national religion is pursuit of profit.
