The Republic of Refulton is a titanic, safe nation, remarkable for its stringent health and safety legislation. The cynical, devout population of 11.33 billion Refultonians are ruled with an iron fist by the socialist government, which grants its people the freedom to do whatever they like so long as it doesn't involve getting richer than anybody else or challenging the government.

The large, liberal, socially-minded, well-organized government juggles the competing demands of Spirituality, Law & Order, and Defense. The average income tax rate is 41.7%, but much higher for the wealthy.

The large but stagnant Refultonian economy, worth 114 trillion rubles a year, is led by the Cheese Exports industry, with major contributions from Tourism, Gambling, and Beef-Based Agriculture. Black market activity is frequent. State-owned companies are common. Average income is 10,066 rubles, and distributed extremely evenly, with practically no difference between the richest and poorest citizens.

Crime is totally unknown, thanks to a well-funded police force and progressive social policies in education and welfare. Refulton's national animal is the wolf.
