The Kingdom of Panly is a titanic, environmentally stunning nation, renowned for its public floggings, absence of drug laws, and suspicion of poets. The hard-nosed, cynical, humorless, devout population of 12.15 billion Panlyians are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

The medium-sized, corrupt, socially-minded, well-organized government juggles the competing demands of Defense, Law & Order, and Industry. The average income tax rate is 44.1%, but much higher for the wealthy.

The all-consuming Panlyian economy, worth a remarkable 1,560 trillion rupees a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. However, for those in the know, there is a large, well-organized, fairly diversified black market in Arms Manufacturing, Trout Farming, Information Technology, and Beef-Based Agriculture. The private sector mostly consists of enterprising ten-year-olds selling lemonade on the sidewalk, but the government is looking at stamping this out. Average income is an impressive 128,462 rupees, and evenly distributed, with the richest citizens earning only 2.6 times as much as the poorest.

Tie-dye has been outlawed for being 'too occult', belligerent citizens shoot at passing clouds for 'violating their airspace', frustrated women are overjoyed at the provision of communal washing machines, and the path to inner peace is paved with state-mandated punishment. Crime, especially youth-related, is totally unknown, thanks to a well-funded police force and progressive social policies in education and welfare. Panly's national animal is the crocodile, which is also the nation's favorite main course.
