The Republic of Nicte is a massive, cultured nation, ruled by Ivette Eipa with an iron fist, and remarkable for its state-planned economy, frequent executions, and punitive income tax rates. The compassionate, cynical population of 1.074 billion Nicteans are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

The government — a sprawling, bureaucracy-choked, corrupt, moralistic, socially-minded, well-organized morass — juggles the competing demands of Education, Defense, and Welfare. It meets to discuss matters of state in the capital city of Tois. The average income tax rate is 74.6%.

The sizeable but sluggish Nictean economy, worth 23.5 trillion Kalas a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. However, for those in the know, there is a slick, highly efficient, quite specialized black market in Furniture Restoration, Beef-Based Agriculture, Door-to-door Insurance Sales, and Retail. The private sector mostly consists of enterprising ten-year-olds selling lemonade on the sidewalk, but the government is looking at stamping this out. Average income is 21,872 Kalas, and evenly distributed, with the richest citizens earning only 4.2 times as much as the poorest.

Ivette Eipa has just been declared ruler of Nicte in an international press conference, rebuilding efforts for a recently destroyed cathedral aren't expected to be completed for another century, the government supplies ragtag bands of resistance fighters in exchange for vague promises of future payment, and Big Belly is watching you. Crime, especially youth-related, is totally unknown, thanks to a very well-funded police force and progressive social policies in education and welfare. Nicte's national animal is the Coastal Wolf, which frolics freely in the nation's many lush forests.
