The Agrarian Distributist State of Havilland is a gargantuan, cultured nation, ruled by First Alderman Hjalmar Kjærsgaard with a fair hand, and notable for its triple-decker prams, rampant corporate plagiarism, and complete absence of social welfare. The compassionate, hard-working, democratic, cheerful, devout population of 16.843 billion Havillanders are effectively ruled by a group of massive corporations, who run for political office and provide their well-off citizens with world-class goods and services. Their poorer citizens, however, are mostly starving to death while being urged to go out and get real jobs. The populace has reasonably extensive civil rights, although these are mostly aimed at allowing them to buy whatever they like.

The tiny, outspoken government is primarily concerned with Education, although Administration, Environment, and Industry are also considered important, while Social Policy and International Aid aren't funded at all. It meets to discuss matters of state in the capital city of Havilland-Presper Park. Income tax is unheard of.

The frighteningly efficient Havillan economy, worth a remarkable 3,121 trillion hursts a year, is driven almost entirely by the private sector, which is quite specialized and led by the Book Publishing industry, with major contributions from Tourism, Automobile Manufacturing, and Information Technology. Average income is an impressive 185,304 hursts, with the richest citizens earning 9.3 times as much as the poorest.

Lumberjacks only use certified eco-friendly chainsaws, evenings at university debating societies often end with everyone acknowledging both sides may well be right, Havillanders believe manners maketh the leader, and playground injuries are considered academic progress. Crime is totally unknown. Havilland's national animal is the snipe, which is also the nation's favorite main course, and its national religion is Catholicism.

Havilland is ranked 291,262^nd in the world and 140^th in Right to Life for Most Corrupt Governments, with 0.18 kickbacks per hour.
