The Technocracy of Cywolf is a massive, environmentally stunning nation, ruled by First Planner Lykokrates with an iron fist, and notable for its public floggings, frequent executions, and compulsory military service. The hard-nosed, cynical, humorless population of 2.282 billion Cywolfians are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

The enormous, corrupt, moralistic, socially-minded, well-organized government juggles the competing demands of Law & Order, Administration, and Defense. It meets to discuss matters of state in the capital city of New Wolf City. The average income tax rate is 73.7%, and even higher for the wealthy.

The large but inefficient Cywolfist economy, worth 101 trillion bits a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. However, for those in the know, there is a large, well-organized, highly specialized black market in Arms Manufacturing, Information Technology, and Trout Farming. The private sector mostly consists of enterprising ten-year-olds selling lemonade on the sidewalk, but the government is looking at stamping this out. Average income is 44,431 bits, and distributed extremely evenly, with practically no difference between the richest and poorest citizens.

The military conducts 'training exercises' in prisons, an alabaster statue of an ancient cat-deity takes pride of place in the centre of New Wolf City, rural Cywolfians stare in awe at the bright lights of the big cities, and the nation is a world leader in martyrs per capita. Crime, especially youth-related, is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Cywolf's national animal is the Mechwolf, which frolics freely in the nation's many lush forests, and its national religion is Transhumanism.

Cywolf is ranked 48,611^th in the world and 26^th in Sancturia for Largest Trout Fishing Sector, scoring 4,737.9 on the Nemo Depletion Efficiency Index.
