The Order of Blicia is a massive, efficient nation, ruled by Andrew Garther with an iron fist, and notable for its closed borders, avowedly heterosexual populace, and punitive income tax rates. The hard-nosed, cynical, humorless population of 4.635 billion Normerics are kept under strict control by the oppressive government, which measures its success by the nation's GDP and refers to individual citizens as "human resources."

The large, corrupt, moralistic, well-organized government prioritizes Defense, although Law & Order, Education, and Industry are also considered important, while Spirituality isn't funded at all. It meets to discuss matters of state in the capital city of Hadden. The average income tax rate is 74.9%, and even higher for the wealthy.

The frighteningly efficient Blician economy, worth 700 trillion Cyrpto-currencies a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. No-one can foil the ambitions of Big Aluminium, the country has unplugged its internet connection to prevent subversive content, government statistics suggest 115% of the population love Andrew Garther, and the government-sponsored autobiography 'An Andrew Garther For All Seasons' has only been bought by the most loyal of Andrew Garther's supporters. Crime, especially youth-related, is totally unknown, thanks to a very well-funded police force and progressive social policies in education and welfare. Blicia's national animal is the Golden Californian Hawk, which teeters on the brink of extinction due to toxic air pollution, and its national religion is Radical Ultra-Militarism.
