I am also minorly suspicious of the author of the proposal, as on investigation I found that his nation is very similar to another nation within that region, also, he the author/OP has moved to TROWW, in which as far as I am concerned it is frowned upon to be writing a proposal on a region that you are in (I may be mistaken on this). It seems as if he was planning this as he only moved to the region AFTER it reached quorum. I can't find anything past that point and I do not know if they have been in the TROWW before this, this scenario just seems off to me... Vote your conscience.
