I like 6 with the second set of lyrics (Look mountains of gold and sea of silver. . .) but then you'd have to keep your flag with the exception of the break ( ☲ ) which could be blue or white or yellow. That is, if you wanted your flag and your anthem to be in synch according to a westerner's POV.

i did become more authoritarian and turned my nation into a dictatorship, and at somepoint i got the issue that talks about who my next heir would be, maybe being authoritarian and having no democracy was the trick, but at the end i was still at the Mercy of the NS Gods, whether i got the issue about monarchy or not. :3

Preamble

We, the people of Saint Neots, united in the principles of democracy, justice, equality, and liberty, establish this Constitution to safeguard the rights of all citizens, ensure peace and prosperity, and uphold the sovereignty of the Union.


Chapter I: General Provisions

Article 1. Saint Neots is a federal parliamentary republic with an executive presidency.

Article 2. The formal name of the country is the Union of Saint Neots.

Article 3. Sovereignty belongs to the people, who exercise it through elected representatives and the institutions established by this Constitution.

Article 4. The territory of Saint Neots consists of twelve federal states:

1. Greater Eynesbury

2. Epiford

3. North Alexandria

4. Priford

5. South Alexandria

6. Danary

7. East Alexandria

8. West Alexandria
9. Benton

10. Stanton

11. Satcher

12. Jelter

Article 5. The national capital of Saint Neots is Eynesbury.

Article 6. The official currency is the St Neotsen dollar (SND, $).

Article 7. Citizens of Saint Neots shall be referred to as St Neotsens.

Article 8. The Constitution is the supreme law of the land. Any law or action inconsistent with this Constitution shall be invalid.

Article 9. The national flag, emblem, anthem, and other state symbols shall be as determined by federal law.

Article 10. Citizenship is guaranteed to all persons born or naturalized in Saint Neots. No citizen shall be deprived of citizenship arbitrarily.

Article 11. The official language of Saint Neots is English.


Chapter II: Fundamental Rights and Duties

Article 12. All citizens are equal before the law and entitled to equal protection without discrimination.

Article 13. Freedom of speech, religion, assembly, the press, and association is guaranteed, subject to laws ensuring public order and national security.

Article 14. The right to life, liberty, and personal security is inviolable.

Article 15. Every citizen has the right to vote and participate in public affairs through free and fair elections.

Article 16. Education, healthcare, and dignified employment are fundamental rights.

Article 17. Citizens have the duty to respect the laws, pay taxes, and contribute to the development of society.

Article 18. Property rights are protected. Expropriation is permitted only in the public interest and with fair compensation.

Article 19. Workers have the right to form unions and engage in collective bargaining.

Article 20. Citizens shall have the right to privacy and protection of personal data.

Article 21. No person shall be subjected to torture, cruel, inhuman, or degrading treatment or punishment.

Article 22. The freedom of movement within the country is guaranteed, subject to laws ensuring public safety.

Article 23. Individuals have the right to seek asylum from persecution.

Article 24. The state guarantees protection of the family and the rights of children.

Article 25. Every citizen has the right to access impartial judicial remedies.


Chapter III: The Structure of Government

Article 26. The government of Saint Neots is composed of three branches:

1. The Executive Branch, led by the President.

2. The Legislative Branch, consisting of Parliament.

3. The Judicial Branch, which is independent of the executive and legislature.

Article 27. The principle of separation of powers shall be upheld.

Article 28. The federal government exercises powers delegated by this Constitution, with residual powers retained by the states.

Article 29. Federal institutions must respect state autonomy, and states must comply with federal laws.

Article 30. The Parliament of Saint Neots, composed of the House of Representatives and the Senate, is the supreme legislative body.

Article 31. Federal and state governments shall collaborate in areas of shared competence to promote national unity and development.


Chapter IV: The Executive Branch

Section 1: The President

Article 32. The President is the head of state, head of government, and supreme commander of the armed forces.

Article 33. The President is elected by the House of Representatives every four years and must be a member of Parliament.

Article 34. The President shall:

1. Appoint members of the Cabinet of Saint Neots with House approval.

2. Represent Saint Neots in foreign relations.

3. Veto legislation, subject to override by a two-thirds majority in both chambers.

4. Dissolve the House of Representatives under constitutional conditions.

5. Declare a state of emergency, subject to parliamentary approval.

Article 35. The President may be removed from office by a vote of no confidence passed by a majority of the House of Representatives.

Article 36. In the event of the President’s incapacity, the Vice President shall assume the office of Acting President.

Section 2: The Vice President

Article 37. The Vice President is the deputy to the President and must be a member of Parliament.

Article 38. The Vice President is appointed by the President and approved by the House of Representatives.

Article 39. The Vice President shall exercise executive functions as delegated by the President.

Article 40. The Vice President assumes the office of Acting President if the President is unable to perform their duties.

Article 41. If the Vice President’s office becomes vacant, the President shall nominate a new Vice President, subject to House approval.

Section 3: The Cabinet of Saint Neots

Article 42. The Cabinet of Saint Neots is the supreme executive body, chaired by the President.

Article 43. Cabinet members, known as Secretaries, must be members of Parliament.

Article 44. Cabinet portfolios are assigned by the President and approved by the House of Representatives.

Article 45. Cabinet members shall:

1. Oversee their respective departments.

2. Implement federal policies and laws.

3. Propose legislation and budgetary measures to Parliament.

Article 46. The Cabinet is collectively responsible to the House of Representatives.


Chapter V: The Legislative Branch

Section 1: Parliament of Saint Neots

Article 47. Parliament consists of two chambers: the Senate and the House of Representatives.

Article 48. The Senate represents the federal states and exercises legislative review.

Article 49. The House of Representatives represents the people and holds primary legislative power.

Article 50. Parliament shall:

1. Enact laws.

2. Approve the budget.

3. Ratify international treaties.

4. Oversee the executive branch.

Article 51. Each chamber shall elect its own presiding officer and establish rules of procedure.

Section 2: The Senate

Article 52. The Senate is composed of 120 Senators, with 10 from each state.

Article 53. Senators are elected by the state parliaments for six-year terms.

Article 54. The Senate may amend or delay bills passed by the House, but cannot veto money bills.

Article 55. The Senate must approve any constitutional amendments and declarations of war.

Section 3: The House of Representatives

Article 56. The House of Representatives is composed of 440 members, elected every four years.

Article 57. Members are elected through closed-list party list proportional representation in multi-member districts.

Article 58. The House elects the President of Saint Neots and approves their Cabinet appointments.

Article 59. The House may dissolve itself by majority vote or be dissolved by the President.


Chapter VI: The Judiciary

Article 60. The judiciary is independent and subject only to the Constitution and the law.

Article 61. Judicial authority is vested in the Supreme Court, Constitutional Court, and lower courts established by federal law.

Article 62. Judges shall be impartial and appointed based on merit, ensuring the judiciary’s independence and integrity.

Article 63. The Supreme Court is the highest court of appeal and interprets federal laws.

Article 64. The Constitutional Court resolves disputes concerning the Constitution, including conflicts between federal and state governments.

Article 65. State courts exercise jurisdiction over matters delegated to them by state laws.

Article 66. Judges may only be removed for misconduct or incapacity, as determined by a judicial review panel.

Article 67. Court proceedings shall be open, except in cases where confidentiality is required for justice or national security.

Article 68. Everyone is entitled to a fair trial, legal representation, and protection against self-incrimination.


Chapter VII: Federal and State Relations

Article 69. Saint Neots is a federation composed of autonomous states with constitutionally guaranteed powers.

Article 70. States shall have legislative, executive, and judicial powers over areas not exclusively reserved for the federal government.

Article 71. The federal government retains authority over foreign affairs, defence, currency, and inter-state commerce.

Article 72. States may not pass laws contradicting federal laws or the Constitution.

Article 73. Disputes between federal and state governments are resolved by the Constitutional Court.

Article 74. States have the right to administer local governance through elected parliaments and executives.

Article 75. State parliaments are elected every two years using closed-list party list proportional representation.

Article 76. Governors are elected by state parliaments to serve as the head of the state executive.

Article 77. Federal and state governments shall cooperate on education, healthcare, infrastructure, and disaster management.


Chapter VIII: Local Authorities

Article 78. Local authorities are established within the states to ensure governance at the community level.

Article 79. Local councils are elected every two years through closed-list party list proportional representation.

Article 80. Local councils have powers over municipal services, local infrastructure, and community programs.

Article 81. The leader of a council is elected by council members, and the leader of the opposition is chosen by minority factions.

Article 82. Local authorities must comply with state and federal laws.

Article 83. Federal and state governments shall provide funding and support to local authorities for essential services.


Chapter IX: Elections and Political Parties

Article 84. Elections in Saint Neots shall be free, fair, and conducted by an independent electoral commission.

Article 85. The electoral commission is responsible for overseeing all federal, state, and local elections.

Article 86. Voter eligibility is universal for citizens aged 18 years and older.

Article 87. Elections for the House of Representatives are held every four years; Senate elections are held every six years.

Article 88. Political parties must register with the electoral commission and adhere to laws ensuring transparency and accountability.

Article 89. Political parties shall not engage in activities that threaten democracy, public order, or national security.

Article 90. The formation of coalitions among political parties is permitted.

Article 91. Campaign financing shall be regulated to ensure fairness and prevent corruption.


Chapter X: National Defence and Security

Article 92. The President is the supreme commander of the armed forces.

Article 93. The armed forces shall defend the sovereignty, independence, and territorial integrity of Saint Neots.

Article 94. The armed forces are subordinate to civilian authority and shall not interfere in political matters.

Article 95. The establishment and maintenance of security forces, including the police, shall be regulated by federal law.

Article 96. A declaration of war requires the approval of both chambers of Parliament.

Article 97. The state shall ensure public safety through law enforcement agencies and emergency services.


Chapter XI: Economy and Finance

Article 98. The St Neotsen dollar (SND) is the official currency of Saint Neots.

Article 99. The federal government shall manage monetary policy through a central bank.

Article 100. The central bank is independent and tasked with maintaining financial stability.

Article 101. Federal and state governments shall cooperate in economic planning and development.

Article 102. Taxation powers are shared between federal and state governments as defined by law.

Article 103. Federal budgets must be approved annually by the House of Representatives.

Article 104. Natural resources within the territory of Saint Neots are owned by the state and managed for the public good.

Article 105. The government shall encourage free enterprise while regulating practices harmful to public welfare.


Chapter XII: Amendment and Interpretation of the Constitution

Article 106. Amendments to the Constitution require approval by a two-thirds majority in both chambers of Parliament.

Article 107. Proposed amendments must be consistent with the principles of democracy and fundamental rights.

Article 108. The Constitutional Court has the sole authority to interpret the Constitution.


Chapter XIII: Miscellaneous Provisions

Article 109. All public officials must take an oath to uphold the Constitution.

Article 110. Public office is a trust, and corruption shall be punishable by law.

Article 111. The government shall promote environmental conservation and sustainable development.

Article 112. Citizens have the right to petition Parliament on matters of public interest.

Article 113. Federal institutions shall promote cultural and linguistic diversity.

Article 114. Emergency powers granted to the executive must be limited in scope and duration.

Article 115. The Constitution shall be published and made accessible to all citizens.


Transitional Provisions

Article 116. Existing laws shall remain in effect unless they conflict with this Constitution.

Article 117. Federal and state governments shall align their practices with the Constitution within one year of its adoption.

Article 118. Elections for the first Parliament under this Constitution shall be held within six months of its ratification.

Article 119. Public officials holding office before the adoption of this Constitution may continue to serve until the end of their terms.

Article 120. Disputes arising from the transition shall be resolved by the Constitutional Court.


Final Provisions

Article 121. This Constitution shall enter into force upon its ratification by a two-thirds majority of the interim legislature.

Article 122. The principles enshrined in this Constitution shall guide future governance and legislation.

Article 123. The Constitution is binding on all branches of government and the people of Saint Neots.

Article 124. The national commitment to democracy, equality, and justice shall be perpetual.

Article 125. From Friday 17 December 1982, the Union of Saint Neots shall replace the former Confederation of the Republics of Saint Neots, with its corresponding offices and institutions being replaced by the corresponding offices and institutions of the Union.

We, the people of Cochinchina, with pride in our long-standing historical and cultural traditions, are determined to build an independent, free, democratic and prosperous country. With the will of solidarity and responsibility for the future of future generations, we adopt this Constitution to establish the legal foundation for Cochinchina in the modern era.

CHAPTER I: GENERAL PROVISIONS
Article 1: Character of the country
Cochinchina is an independent country, with sovereignty, unity and territorial integrity.

Article 2: Form of government
Cochinchina is a republic in which power belongs to the people.

Article 3: Protection of national identity
The Cochinchina State protects and promotes traditional values, while respecting cultural diversity and the freedom of belief of all citizens.


CHAPTER II: CITIZEN RIGHTS AND OBLIGATIONS
Article 4: Right to equality before the law
All Cochinchina citizens are equal in rights and obligations, regardless of gender, ethnicity, religion, background or social status.

Article 5: Personal freedom
Citizens have the right to freedom of speech, press, belief and assembly.
No one shall be unlawfully arrested, detained or tried.

Article 6: Property ownership
All citizens have the legal right to own personal property.
Nationalization or expropriation of assets must be subject to reasonable compensation.

Article 7: Right to education and health
Education is the right and obligation of every citizen. The state guarantees free universal education at the primary and secondary levels.
All citizens have access to free basic medical care.

Article 8: Citizen's obligations
Citizens have the obligation to protect the homeland, obey the law and contribute to the country's development.
Citizens are responsible for paying taxes in full according to regulations.
Military service is performed according to the provisions of law.

Article 9: Right to freedom and equality
All Cochinchina citizens are equal before the law.
Citizens have the right to freedom of speech, belief, assembly and press.

Article 10: Right to vote and run for office
All citizens over 18 years old have the right to vote and run for office.
Elections for the National Assembly and President are carried out through universal suffrage.


CHAPTER III: STATE ORGANIZATIONAL STRUCTURE
===PRESIDENT===
Article 11: President of Cochinchina
The President is the head of state, directly elected by voters for a 5-year term and can be re-elected once.
The President represents the nation in international events and decides on foreign and defense policies.

Article 12: Powers of the President
The President has the right to appoint the Prime Minister, approve Government members and chair meetings of the Council of Ministers.
In special cases, the President has the right to dissolve the National Assembly, but must organize new elections within 60 days.
The President is the Commander-in-Chief of the armed forces.

===PRIME MINISTER===
Article 13: Prime Minister of Cochinchina
The Prime Minister is appointed by the President and must be approved by the National Assembly.
The Prime Minister is the head of the Government, responsible for running the daily affairs of the state.

Article 14: Powers of the Prime Minister
The Prime Minister has the right to appoint and dismiss Ministers and supervise the activities of ministries and branches.
The Prime Minister is responsible for presenting and implementing economic, social and home affairs policies before the National Assembly.

===CONGRESS===
Article 15: National Assembly of Cochinchina
The National Assembly is the supreme legislative body, representing the will and aspirations of the people.
The National Assembly has the right to pass laws, approve the budget, supervise the Government and decide on important national issues.

Article 16: Composition and term of office of the National Assembly
The National Assembly consists of representatives elected by the people for a 4-year term.
Each National Assembly session is held at least twice a year.

===JUSTICE===
Article 17: Judicial system
Judicial power is exercised independently by the Supreme Court and other judicial bodies.
All citizens are guaranteed the right to access justice and a fair trial.


CHAPTER IV: ECONOMIC, CULTURAL, AND SOCIAL POLICY
Article 18: Economic policy
The Cochinchina state protects a socially oriented market economy and promotes healthy competition.
Encourage domestic and foreign investment, develop science and technology and innovation.

Article 19: Cultural policy
Culture is the spiritual foundation of the nation, protected and promoted by the state and people.
The State encourages artistic creativity and international cultural exchange.

Article 20: Social policy
The State guarantees social security rights and supports the poor, the elderly, and people with disabilities.
Free education at primary and secondary levels is compulsory.


CHAPTER V: NATIONAL DEFENSE AND SECURITY
Article 21: National defense policy
The Cochinchina defense force was built modernly, protecting national sovereignty.
The state maintains a policy of peace but is ready to respond to any act of aggression.

Article 22: Internal security policy
The State strictly handles all acts that violate national security and social order.


CHAPTER VI: AMENDING THE CONSTITUTION
Article 23: Procedures for amending the Constitution
The Constitution can only be amended with the consent of at least 2/3 of the National Assembly deputies and a referendum.
Any amendments must ensure national interests and basic rights of citizens.

CHAPTER VII: PROMOTION AND EFFECT
Article 24: Promulgation and approval of the Constitution
This Constitution was approved by the National Assembly of Cochinchina with the consent of at least 2/3 of the total number of delegates.
The President of Cochinchina signed a decree promulgating the Constitution after the National Assembly passed it.

Article 25: Effect of the Constitution
This Constitution takes effect from the date of official publication in the Official Gazette of Cochinchina.
Previous legal documents contrary to this Constitution will cease to be effective from the date the Constitution is promulgated.
