Seemingly it's the anti-communists motivated by ideology who vote for it along with nations that treat it as a joke (which is not really a good thing). Other forms of jumping the bandwagon include condemning raider regions because of the "raiders bad" premise.

Yeah, the SC is a bit of a mess at the moment. It’ll die down again soon and we can get back to helping decent proposals.
