Yeah, but my point was that the fact that you bought weapons doesn't mean that your military will be good with them.

Embauba

I had been making this since practically the start of January. Procrastination and frustration are to blame.

The Embauban Congress is divided into the upper house and the lower house.
Upper House:
Consists of the senators. Represents each of the 6 Embauban states (currently not made) and the federal district. Each of the states and the federal district have 6 senators.
Lower House:
Consists of the federal deputies. As proportional representation is not present, each state + the federal district have 20 federal deputies, regardless of population.

There are 14 parties in the upper and lower house: The Environmental Preservation Group, the National Workers Party, the Advanced Nation Union and the Embauban Socialist-Environmentalist Front align themselves with the government, while the National Capitalist Party, Conservative Embauban Union, Economic Freedom Group, the Republicans, the Industrial Party and the Progress Party made the opposition. Finally, the Independents were the New Party of Embauba, the Democratic Movement of Embauba, the Anarchist Union and the Democrats.

DATE: 23/12/2020 or 12/23/2020 CE
Tloqen'sona Katuyjo, a native Embauban federal deputy born on the state of Klaghri, is driving on a highway. The warm 8 AM sun irradiates him through his front window. A breeze hits him from the side window he had left slightly open. In that day, luckily for him, the highway was quite calm, as it was a Wednesday. That breeze, however, was not the only wind passing through his head at the moment. Days prior, 19/12/2020 CE to be exact, he had quickly drafted a rather ambitious bill, to be voted for that very day. He saw the winds of the space age finally reaching Embauba, sweeping nearly everything from the ground and onto the cosmos.

Said bill would, if implemented, drastically increase the current budget for the space agency, from 897 million Embauban reais to 2.917 million reais, acknowledging the importance of funding into research, how Embauba's arrival into the space age should be well-funded & transparent, and the public support behind this initiative, which was at an all time high; and noting that this drastic advance would be only for the budget, and, as for the projects themselves, their development would be as quick as possible to make them well prepared and eco-friendly. However, even for the Embauban government, known for its keen interest in funding projects for scientific purposes, such a proposal was radical, to say the least.

As he passed through numerous houses, buildings, state-owned businesses, and streets, he came closer and closer to the National Congress. He could already see it all over again: the occupied seats, the press, and the seemingly endless debates that stretched over hours and hours. Needless to say, he was excited.

Eventually, his car finally arrived. He opened the car's door, breathed in and out, stepped in the concrete, and then walked towards the door. He nearly tripped on the stairs.

LOCATION: Embauban Congress Building
"Thus begins our session", said an announcement on the digital screens of the congress. "On 'Increasing Funding for the ESA'".

With the start of the session, came the debate on whether or not the bill should be voted to be implemented. The first voting would be on the lower house, followed by a vote of the upper house. If it passed, it would be implemented, and the ESA could put all those new Reais to good use. Regardless...

Government-aligned votes (69):
E.P.G. (15): Most of the E.P.G. voted for the bill, acknowledging the importance of space exploration to science, as well as agreeing with the environmental precautions that would be taken during the development of the project. Some, however, voted against, saying that the money that would be spent on the agency could be spent better on other parts of the government, such as social causes or the environment.
YES: 12 NO: 2 ABST.: 1
N.W.P. (18): Most of the N.W.P. thought that the increased funding and the ESA's possible success would propel Embauba and it's to new heights, thus mostly approving the bill, with the only exception being 1 deputy.
YES: 17 NO: 1
A.N.U (17):The A.N.U. absolutely supported the bill, knowing how well Embauban science would be benefited from this move, and how it perfectly lined up with their agenda. Tloqen himself was from this party.
YES: 17
E.S-E.F. (19): The E.S-E.F, knowing the public support behind the ESA and the bill, as well as the advantages of a better space agency, mostly approved the bill.
YES: 17 NO: 2
Opposition-aligned votes (36):
N.C.P. (3): The N.C.P. went against the bill, acknowledging that, instead of the government, private enterprise should participate in and drive cosmic affairs.
NO: 3
C.E.U. (6): The C.E.U. deputies argued that the increase in funding would be a waste, and that the government should opt instead for spending on other services such as law enforcement.
NO: 6
E.F.G. (7): Much of the E.F.G. instead proposed that the potential of the free market in those areas was imense, voting against. The others argued that this could actually be a step in the right direction, albeit with not much economic freedom, could kickstart the free market's advance, if it's ever legalized.
YES: 2 NO: 5
Republicans (11): The Republicans mostly went against the bill, arguing that the projects could even be used against the populace or other countries, such as espionage and/or vigilance. This accusation sparked a debate with the opposition and government parties, possibly the most noteworthy. Other republicans also argued that the increased budget was a "waste of money". A minority, however, went for the bill, as it would generate jobs, among other factors.
YES: 2 NO: 9
I.P. (5): 4 of the I.P's members voted against the bill, favoring that instead the budget should go to business.
NO: 4 ABST.: 1

NO: 4
Independent votes (34):
N.P.E. (9): The N.P.E. mostly voted for the bill, advocating that such an advance would improve Embauba as well as work as a symbol for Embauban progress. They clarified that they didn't mean the Progress Party.
YES: 8 ABST.: 1
D.M.E (11): The D.M.E. voted for the bill, stating that such would be a good investment, as well as a good indicator that the democratic system of Embauba was, indeed, a working, efficient system; "the way to be".

A.U. (1): The only Anarchist deputy voted against the bill, pledging for less government interference in these affairs.

The votes in favor passed the necessary 2/3 threshold. After a long session at the congress, the deputies began to leave the building, and go back to their homes. Tloqen'sona stepped out of the building, made sure to not trip at the stairs, opened the car's door and entered said car again. By this point, it was already late at night, and a breeze was blowing outside. Tloqen drove back home exhausted, but happy with the results. As for Federal President Arcas Dunkeld, he was pleasantly surprised with the legislation, and curious to see what did the future hold for it.

Another day, another vote. The congress building was already moderatively crowded and noisy, as the session was about to start. It was on the morning of a cloudy day, after days of rain. The remaining senators were arriving, slowly filling all the seats in the building. Some leaves were blowing outside, due to the gentle winds around the area. Whilst on their way to the seats, 2 federal deputies, Marc Teixeira and Adalberto Plantagenet, both from the Republicans, ended up talking a little before the voting, clearly discontent. This was the first voting after the senators' recess.

"I cannot believe this", said Marc, possibly in disbelief.
"The Embauban government must be insane..."
Adalberto replied:
"We already knew that quite some time ago. What made you say this in this particular moment?"
"Did you see how much money was going to the agency? Even with all of the costs WE ALREADY HAVE, they want to add even more! Soon enough, air will probably start getting taxed. We desperately need to cut some costs, and bring capitalism back. Defense this, insane experiment #2763 that... The fact this bill passed through the lower house already gives me enough dissapointment, I really hope this unspoken policy of the government ends soon, starting with this voting of the bi-"

Marc immediately looks at a nearby clock, marking that the voting was about to begin.
