OOC: Well yes and no. While it would qualify as an integrated policy because of its general existence, it isn't popular enough to really get the public's attention and qualify it as a 'standing ovation' to the regional government. If we were to say just implement it without democratic forum, it would give members a heavy platform on how to remove it, considering it isn't talked much about, nor is it that popular like the Berber-Ast Wal Policy and the Sovern Policy, which both have proven to be important policies in Barbarian foreign affairs.

Pretty much if its popular, many will not even shutter if it was put in via executive order. It is the opposite if it not popular with the public. However, that just falls into different topics that I could get into, but wouldn't really prove my point. I say we let it pass through public voting, hence it is kinda too late to really put it in if it faces opposition.

Well considering that there are no legally recognized political parties in the region, there is then no possible way to organize platforms as it is determined by the individual's platform, which I see fit in my opinion. Brings in more stability and uniqueness to the region. It also prevents corruption, confusion, and systematic filibustering, which would easily occur here.

Instead nations are separated into three genres:

1). Nation-States that oppose regional involvement/intervention.

2). Nation-States that stand by regional involvement/intervention.

3). The Abstained.

I found it necessary that nations with considerable influence and power tend to waver more to regional involvement/intervention because they believe in stability, free trade, and balanced powers.

Those who are smaller, weaker, and xenophobic tend to align with the opposite, and tend to use 'big brother barbaria' as a method to limit regional power and block bills that seem too 'centralized'.

Those who abstain are nation-states that are not bothered by either side, and tend to not care or not vote because it doesn't directly involve them.

I am not saying there are repeated nation-states that align themselves with these ideologies, but rather in the moment, and depending on the context of the bill and its intentions.

In the nation's most recent revelations, the development of vertical agricultural has boomed because of its ability to conserve more water, grow more products in volume, and the ability to conserve more land for recreational, and protective services. It is expected within the year that every traditional farm will be converted to a 'vertical garden'. This has dropped the price of food, which has dramatically served the decrease in the nation's poverty and an increase in commercial activity.

In other news, Rekua's fore-front company in orbital and stellar technology has released updated modules for the nation's space station: "Gladiticus". Within months the nation will be able to launch its space force, capable of logistically sustaining itself and being able to secure the nation's exponentially growing information technology industry. Within two years, the nation will be able to found its first Martian colony that is self-sustainable, and profitable.

Gnonc Nician Civil War!

For centuries Gnonc Nic was ruled by a system of clanship, where one's blood and/or allegiance to a particular family develops a collective strength within that organization; this system has been the traditional way to govern the country; where one's "belonging" to a clan determines their place in society and their authority over a lesser clan. The most powerful clan rules the country on their merit, strength, and body count. However, in the recent decades, the clan Jearu-Kalre has been ruling the nation under extreme authoritarianism, discrimination, and corruption. Recent revelations has made these transgressions made by the clan, open to the public. In uproar, the lesser clans have formed hordes of powerful factions that are fighting for the future of the nation.

Reformists: egalitarians that aim to disband the traditional caste system and establish a 'pure democracy'; where the voices of every citizen is heard, treated equally, and given freedoms that have been withheld by the ruling class. Although their leadership and organization is immense and fit, their numbers are few and receive little financial support. Some would even call them socialist or leftist considering their general aim is to insure equality and close the gaps in classes.

Pan-Nicians: a more ethnic-centric faction composed of ultra-nationalists, "Social Darwinists", and militants who have seen that the lizardfolk of the nation should unite and collectively aim to make the nation better through collective effort - in the intention to compete with the international community and oppose imperialist and pan-humanitarian expansionism; which Gnonc Nician has been exposed to in the last two centuries.

Absolutes: the remnants of the Jearu-Kalre clan who wish to re-affirm their place as the recognized ruling class over the nation, seeing themselves and each other in the clan as the protectors of the nation and its people - although they are the strongest and most supported, they have been faced with the most engagement with the remaining faction and won't be able to last much longer in the internal conflict if resistance persists. The Absolutes remark themselves to be the "destroyers of socialism".

Hikian Rebellion: a large-scaled rebellion of the Hikian natives who were the first to settle in Gnonc Nic; although they are small in numbers and suffer intense economic burden, they are true to the land and know every corner of it, by using primitive tactics, they can successfully ambush companies of any size, and tend to be very successful in diplomacy and connection to "Gais", also known as the "Human World" because of their physical appearance resembling that of humanoids. They are largely abused by the other races, but are usually underestimated.

OOC: Any nation can chose to support or oppose a building faction in the nation. You can use anything except WMD's. You could try using air support but the thick jungles make it difficult to survey and counter-attack. Also good luck trying to use chemical or napalm attacks, because it always rains and the fauna is used to intense chemical exposure.

Many more factions may or may not emerge and it largely depends who supports who and how they support them, but that sort of information won't be made known until certain decisions are made.

Alright folks the amendment does no pass. We'll see if it can stick around as a seasonal policy to make its way there on its own.

Lastly on the agenda is the International Police Act proposed by Athant. After a lot of review and thinking on it all the stuff in this amendment is pretty much already been done or is already established as vested in the DA minister. So keep in mind that this proposed amendment is more of just making things more official looking to a certain degree. But it was proposed as an amendment and there is only so much going on so what they heck might as well vote on it.

IC: The Hyperborean Empire supports the Hikian Rebllion in their cause however due to the war in Lemuria and Mu ongoing right now assets or funds cannot be allocated for them at this time. Although airstrikes with BGM-51 Lightning
Hypersonic Loiter-Capable Cruise Missiles are of course always available. Although civilian targets are of course off limits.

SIC: It's a dark, moonless night in Rikas, Hedra. Senator Oscar Vomlel is being driven through the dark, dead streets of Rikas when suddenly the car comes to a gentle stop. The engine is revving as if it was continuing at the same speed but the wheels aren't moving. The driver shifts into reverse but the effect is the same. The engine revs but no movement. As the driver shifts back into drive the engine suddenly shuts off with no sign of a reason why. Right as the driver is about to get out to check the engine a blinding light fills the passenger compartment of the vehicle. Senator Vomlel struggles to see the source of the light. Suddenly the blinding light begins to strobe giving a blinding dazzling effect. Then an erie, discordant dirge rings out through the darkness right as something impacts the vehicle with a mighty blast and both Senator Vomlel and the driver pass out.

Vomlel is woken up by the driver in the middle of the night just a short time before the sunrise. The fog has long since dispersed and as Senator Vomlel stumbles out of the car the driver shows him a large hole going through the hood of the car and through the engine almost as if a meteorite had gone straight through it causing the metal to melt a jagged hole. They try and check their electronic devices or their watches and they dont work. The hands of their watches frozen in place at the time of the incident.

Senator Vomlel vaguely remembers seeing what looked like a flying saucer leaving the scene before he blacked out.

As the civil war drags on, with little support from the outside world, the intensity of war begins to show itself. Battles were waged, and already thousands have died in combat, and its expected that number to exponentially rise as the war continues...

Instability begins to haunt some of the factions in the ongoing fights. The more radical members of the "Reformists" have splintered off and formed the "Collectivists", whom have a more communist and authoritarian vision for the country. Already the factions has begun receiving aid from an disclosed source; and so their numbers and strength has quadrupled in the last week. The "Hikian Rebellion" has also increased in numbers, but they haven't made much progress in terms of ending the war before it can start economically damaging the country.

Meanwhile, the "Absolutes" have already begun weakening due to the multiple fronts it is forced to face in the effort of preserving its possession over important trade hubs and commercial routes.

A new faction has also emerged, calling themselves the "Alumni"; which loosely consist of organized bandits who have used this opportunity to seize small villages, trade routes, and areas of important economic activity. They aren't really tasked in supporting a certain ideology, and have no intentions on closing the war; as war is bringing them business - acting as short-staffed mercenaries. This criminal organization has gained significant power, and show promise of becoming even more stronger as more come to their cause piracy, raiding, etc.

The "Pan-Nicians" have slightly gained strength, but instead of aggressively acting, they have become defensive; building up their jurisdiction's economy and stability; as they believe that a stable front will bring forth a stable and racially united nation. They have received resources and financial support through disclosed sources...

IC: President Ion makes a speech regarding the affairs of the lizardfolk from Gnonc Nic.

"We are presented with an unfortunate situation, where a nation can not hold itself together because of the troubles of a major war. Fallen into civil war; a nation isn't able to live up to its fullest potential. Tritra will not stand idly by as a nation crumbles before our feet.

Tritra will stand with the Hikian Rebellion. On this day, Tritra will recognize the true natives to be the true rulers of the land. No longer shall they stand alone in this war. We will be providing medical supplies and food for civilians; while Tritran soldiers will land and stabilize the nation. I am calling for full intervention in this affair. Tritra will strike and make its existence known and remembered in history, not for infamy, but for victory!"

Trirtan warships can be seen over the horizon of the nation's coastlines, amphibious transports ram the beaches and begin working with the rebels to destroy any and all enemies; leaving no room for diplomacy. 120,000 soldiers were dispatched as an introductory force; specifically tasked to survey the situation, provide infrastructure, secure major hubs, and target enemy locations to seek and destroy. Since air support is out of the question, highly-trained expeditioners have been assigned to command and secure the jungle-dense nation.

T & C: the Revolution p.3

The country and the world around them are falling but both are still completely unaware of the truth, they know that there have been some protests and civil unrest further north but nothing major or too concerning. It has been getting harder and harder for Tybolt and Cerelle, the rest of Hedra for that matter, to acquire new information on what is the true meaning behind the protests and why police forces are being mobilized. Tybolt and Cerelle don’t care much about politics, now they are simply or their first vacation and getting to know Hedra for the first time together. They have visited clubs, small towns and galleries and their relationship and affection for each other only grows stronger every day. Now both are in a private room in a restaurant having dinner.

“Heard anything from home?” Cerelle asks Tybolt.

“No. I believe it’s better that way, the Regent would be sending me messages all day and night scheduling meetings with the Governors, politicians and people like him. Let him have his fun in the capital, he may be the worst choice for the position but what harm can he make while my father is away?” Tybolt replies.

Both continue to enjoy their feijoada, a stew of beans with pork trimmings, smoked sausage, loin and tongue, with rice, farofa a toasted corn flour mixture, an orange and beer to wash it down. The national dish of Hedra. They spend most of the night talking and having fun listening to pagode, a subgenre of samba and one of Tybolt’s favorite style of music.

“This has been my favorite trip so far, and I am glad you chose to accompany me.” Tybolt says with a smile.

Cerelle chuckles “Is that the same line you told all those other women you had daughters with?”

“No, all of them have a special place in my heart and memory mainly because of the daughters they gave me, even though I have not met one of them yet. They are memories now, recent memories and we may meet again someday, but they are memories of a past. You on the other hand are the person I wish to make memories with, not just tomorrow or the week or even year after, I wish to be by your side everyday making special memories for the rest of my life.” Tybolt replies leaving Cerelle a bit shocked.

“You have treated me like a person, not a symbol. You see me as person, not a bank or a wallet. You have shown me a side of life which I completely knew nothing about besides what was told to me, what I am trying to say is that... I love you Cerelle. We may have numerous differences and and imperfections that we dislike and if we had the chance we would change but in the end I love the way you are. Your rare but beautiful smile, your sarcasm, your way with words, everything about you really. I know that my lifestyle and my position are things that we are both unconfortable with, but I can’t escape my responsibilities with the country unless the people releave me of my duties, my life is not easy but not that hard either.”

Tybolt grabs a small box with personal emblem engraved on the top, he opens the box to reveal a beautiful engagement ring featuring a 1/2-carat cushion-cut yellow diamond independently certified by Forevermark and set in 22K yellow gold. The center diamond is encircled by round yellow diamonds and sparkling round white diamond accents. The 18K white gold band showcases additional white diamonds, and the ring has a total diamond weight of 1 1/5 carats. Inside the ring there is a little inscription which reads ‘T & C’. “Will you marry me?”

Cerelle grabs the ring and takes a good look at it.

“I know that the ring could be a bit much.” Tybolt says with a chuckle and rubbinh the back of his head.

Cerelle laughs and kisses Tybolt; “If I accept will you shut up and enjoy the music?” She jokes.

Tybolt laughs; “Yes.”

Cerelle puts the ring on and stands up; “Wanna dance now?”

Tybolt stands and takes her hand; “Of course.”

While Tybolt and Cerelle seem to be having the time of their lives, Tybolt’s friends are having probably the worst couple of days of their lives so far. They have searched everywhere for their friend and Cerelle but didn’t find him or Cerelle, now they have stopped their searches and are resting in a simple hotel room, nothing like what they are used to.

“Mein Gott, vat is zis?” Friedich says with his strong old Voliek accent. Despite all have born in Hedra, most received a traditional education in their native tongues in old models of their nations’ imperial past.

“Cheap hotel rrroom, I don’t expect someone like you to know what it like to be in one.” Natalia replies.

“Vat is zat zupozed to mean?” Friedich asks.

“Yourrr family didn’t lose everrrything and vas forrrced to live like zis.” Natalia says.

“Wil-l you two stop with tis nonsense and joost shoot oop-a?” Antonia says.

“Is dis de starrrt of a joke? A Cea-Diceean telling people to ssut up?” Carlos cuts them.

While those four discuss over nothing Ibrahim pours himself a drink and Beatriz sits down on the couch. The discussion goes on and erupts turns into a fight, Beatriz gets fed up with this World War in the room and screams at all of them.

“Are you all kidding?! You are all sitting there whining like babies over what you are and aren’t used to while there is a Revolution happening, just like the ones who led our families here. We are searching for the only person in this entire country that really likes us. Remember that we were all kicked out one way or another by the country our families lived for hundreds of thousands of years, and if things go bad here where do we go?”

Ibrahim takes a sip of his drink, “She is right, you all discussing there looks like a bunch of stereotypes. Instead of focusing on our differences lets focus on what we have in common. For example, who ended up here because of Hyperborea? Directly and undirectly.”

Friedich, Beatriz and Carlos raise their hands.

“You too Ibrahim.” Carlos adds.

“Well the reason my family came here is because Farouk didn’t follow the advice of Hyperboreans. The man listened more to his stomach than to his brain.” Ibrahim says. “I thought that your family would return to Voliekia when Holtz took power, Friedich?”

“Holtz?! Zat man vas a liar! A shame for mein culdure! Promised to restor zee bast glory vith himzelf as leater and killed millions und effen zee Kaizer! He vas a covard zat execuded innocents and zen vas afraid of vat zee Allies vould do to him and killed himzelf, zee Kaizer had zee courage to accebt defeat and zen abdicate.” Friedich says.

“Okay, thank you for the history lesson.” Beatriz says laughing.

Soon all follow in the laughter and forget all that discussion they just had and begin to enjoy the time the time they are spending together.

SIC: The Hikian Rebellion leaders are contacted by I.A.A. (International Affairs Agency) agents and the I.A.A. begins supplying the Hikian rebellion not only with airstrikes but also with aerial support, communications, intelligence gathering, as well as shipments of insurgency weapons such as Deer Gun Pistols, Liberator Pistols and Shotguns, M3 Grease Gun SMGs, and TRW Low Maintainence Rifles. The purpose of these weapons is to provide simple, low maintenance weapons to the Hikian rebels to get them by until they capture enough weapons from enemy forces. Just another IAA implementation of the Freedom Fighters Initiative.

Trirtan warships can be seen over the horizon of the nation's coastlines, amphibious transports ram the beaches and begin working with the rebels to destroy any and all enemies; leaving no room for diplomacy. 120,000 soldiers were dispatched as an introductory force; specifically tasked to survey the situation, provide infrastructure, secure major hubs, and target enemy locations to seek and destroy. Since air support is out of the question, highly-trained expeditioners have been assigned to command and secure the jungle-dense nation.

However, with the aid of Hyperborean technology, the Hikians have brutally killed off many non-natives; rendering the death toll to reach the millions. With the Hyperborean name being thrown around as the 'providers of destruction', many xenophobes have gained traction in major centers of power within the rebellion and outside the rebellion.

After weeks of constant infighting, the population of non-natives has dropped 50%. It is expected that the many cultures that dot the country will either be bred out, killed off, or integrated into native ideology. That is the price of war.

With victory just over the horizon, the leader of the rebellion Liz'Ard has already begin establishing a provisional government that would eventually transition into an official state government by the end of the civil war, so when the tragedy is over, the government can do what it has to in the effort of re-unifying the nation. He was democratically elected as the Chief, and was given limited powers with a legislative body known as the Regency domestic authority. Modeling much of the new government as a federal state.

The Federal Chiefdom of Gnonc Nic

After centuries of a harsh caste system, the lizardfolk of Gnonc Nic were either horribly oppressed, or promised with wealth due to relation. Those who were superior ruled with an iron fist, but eventually the lesser classes banded together and rebelled against their tyrants. A nation was splintered by factions who were fighting to the death over how their homeland should be run. Fighting with only spears and axes, the Hikian Rebellion quickly gained an advantage after receiving simple yet effective support from the Hyperboreans, and being provided reinforcements from the Tritran armadas; millions would fall due to the technological advantage of the true natives of the nation. Being able to have better weapons in war gave the lizardfolk the choice to take a life within an instant. The use of missiles and other technologies also gave the natives their land back.

A new nation is born out of the ashes; one where all are equal but responsible for their own lifestyles, and choices. With firearms being introduced, an organized and powerful military quickly gained influence over the round table. A strong central government has been established, co-working with the military, a firm hand has been in placed to rebuild a broken nation. The ambitions have yet to be met, but they have been chosen. The lizardfolk want to re-connect with the rest of the international community, trade, peacefully engage in diplomacy, insure their voice is heard, and eventually become a world power. However, the nation is far from that, and the first step is re-unification, and reconstruction. The new government praises the Hyperboreans and Tritrans after their gracious support made it so that their ideology reigns.

"For some time, the Tritran military was technologically behind in comparison to its allies, and enemies. Under my administration, we have been able to update our military to match that of our neighbors and countries abroad. Our military is now fully powered by nuclear fission, using railgun technology, and accessing the vast possibilities of space and orbital technology to our advantage. No longer will we behind, nor will we ever. Under my most recent military policies, our programs will be given the funding and observation they require to maintain the competitive edge against all who dare stand before us.

Tritra may have its numbers and morale, but in the current political climate, we may never be sure what may happen, or who may cause what. This uncertainty in the world is not a negative connotation to instability or a lack of pride, but rather the push we needed to become serious. In the times of the Hussars, the traditional style of combat and the use of overwhelming numbers can no longer aid us in these warring period. An ally may become an enemy, and an enemy may become a friend.

With the application of our mighty industrial nature, and the new generation of engineers and scientists, we may never backtrack to our more primitive days. Powers outside our borders don't appear to be so friendly with Tritran ambition, and wish to keep what they have to themselves; blocking any path we may take, any opportunity that may present itself to the nation. My predecessors were at fault for letting it happen, and yet here we are today, having to rebuild what we forsaken. No more, I say. I will not tolerate anymore bullying and blocking, I will not tolerate powers that try to get in our way and have the audacity to apply their beliefs, morals, and constructs upon our culture!" the President adds before signaling the military parade to begin in the background.

A vast, yet organized, orchestra of various Tritran war machines, and marching soldiers, begin making their way down the main street of Aluris, just outside the cultural hub of the city center. The national anthem is blown through speakers, and the Tritran flag can be seen at every corner of the march. From behind, a small fleet of Tritran combat jets vibrate the ground as the President holds out his arms in a massive grasp for a hug.

"All roads lead to Aluris!" the President chants.

After reading the letter, President Alduin spends a minute to ponder his options and the probable outcomes of any situation granted. After spending some time receiving some advise from his Cabinet, an official letter was dispatched to the sender.

I understand the situation you are in, and an audience with me is no trouble. You will be granted full asylum to Sovern so we may hold a meeting in person. However; while I may consider your offer, there is a bringing that is required to receive the full support of the Federation. A pre-text to our meeting; the understanding that being sponsored by the Federation of Sovern will need a comprehensive treaty that must be drafted so if your person is empowered, an arrangement may already be made. Depending on your body, an agreement will be made at the end of our meeting. Do understand that Sovern is known for its center in business, and so we take things seriously.

Hello Everyone!

I just updated the BTF. Here are the changes that were made:

- Gnonc Nic has become a member, congrats! Currently he's only trading with three countries so far, so I hope some more nations give him some love!

- Tritra's section has exponentially expanded, YAY!

- I removed Berukio Imperiuk from the BTF completely, BUT I will be adding an honorary title tomorrow because today I have some personal business to take care of.

I would like to also add a thanks to all my supporters for both amendments, it really means a lot to get that kind of early support. Gracias!

For the next step in my time in office, I will just keep the BTF as updated as humanely possible. I will also be leaving my door open to disputes if anyone needs it, please don't be shy, the less war the better!

I will also be working on a side project in creating a sort of dossier of every country and their official (if they have one) religion. It isn't something completely official, its just more for something to do...
