The voice is a familiar one. Once the President looks up, he sees his lovely secretary. The two share a romantic kiss before sitting down and getting the documents. The recent report suggested that, in due time, the Psychological Operations Group (PSYOPS) will be able to use their inventory to launch Operation Northwoods alongside the CIA, allowing for an invasion and annexation of Cuba.

"Alright. You may begin."

Operation Northwoods commences that morning. The casus belli will be set in stone.
