He's not the one in control of that though, that's on the state government, which has been on the hands of corrupt politicians since like forever.

Also, update: the rain has stopped now, and so far 130 people had their homes destroyed. Two people have died, two people are missing but possibly still alive.

That sounds amazing, except for the bear part, which sounds scary. The closest I've ever come to anything like that was back when I lived in Brasilia. I lived really close to a park/reserve, and going to/back from school meant getting almost inside it. I got to see some cute buddies sometimes like mud jacks (Rufous Hornero), capybaras, one great horned owl and one Manned Wolf, from afar, which was one of the most majestic things I've experienced. Also, manned wolf pee smells like weed. Just throwing that out there.
