I'd recommend atleast trying to gather what type of planes you have and looking at their costs, both acquiring and actual maintenance. $7 billion for the entire armed forces isn't going to get you an air force that big, not to mention with the population of +3 million.

For reference, Aprosia maintains an air force consisting of 1,594 aircraft and that contains logistics, training and actual combat aircraft. For the hefty price of almost $20 billion dollars.
