Putting money towards anything will take away money from something else. Perhaps the money that went to victims is money that would’ve otherwise gone to subsidize the local tourism industry to maintain their attractions.
Without the money, the attractions fell into disrepair and the tourists stopped coming.

I dunno, maybe that’s what happened.
