Not a role player, but PT and MT stand for Past Tech and Modern Tech I believe, and it is a loose guideline on the era of the nation. PT might be tech from the 17 or 1800s whereas MT would be tech from the last 50 years or so. You might also see PMT (Post Modern Tech) for tech of the near future eg. 2050s, or FT (Future Tech) for tech of the far future eg 2200s.

Out-Of-Character is usually the rules and sign up thread and there generally is an In-Character thread where the RP takes place. Pretty sure that even if you aren't role-playing as your NS nation it's still "in character" as you are in a character, even if it isn't your own.

I'm not a role player, so if I have any facts wrong please correct me, RP nations of Forest.
