Emm yes and no. It depends on how you view endorsements, really. As i said previously, i use it mainly as a recognition of friendship (thats why i wanted more esdorsements lol, just to have more friends, but oh well). If you are talking purely on game mechanics, i think it kinda depends on how the region is organized, the quantity of nations in it, how much it gets involved in raiding activities, etc.
Well in this region, there's a Endorsement Cap. The Delegate requests for people to endorse them, but in return, he will endorse back.
I too use endorsements as a kind of friendship. Also I use them to form treaties, alliances, and recognition. Although I wish for the Cap in increase so I can do this more, I will follow what North East Somerset does (Now). As of now I'm above the cap because someone endorsed me a few days ago, and still hasn't despite my telegram I sent him.

Missed this earlier. If a player-created region has no nations in it, that region is permanently deleted. You can always make it again however if that suits your fancy.
Not quite true. This only works for certain kinds of regions, but such regions are quite common so it isn't rare or anything. There are also complications that make it harder than it could otherwise be, so it's not a cut and dried thing.
See, for any player-created region, the Founder always has all the power...assuming they still exist. If the Founder leaves or their nation ceases to exist, control defaults to the regional Delegate, who is determined by whoever has the most endorsements. As noted, this change occurs at major update times, so there's a brief window where the Delegate position is retained by the former holder.
This is where the second consideration comes in: Influence. Nations with many endorsements and long residence have a lot of Influence, and the Influence required to kick or ban a nation is proportional to how much Influence that nation has. So even if Randome Joe Nation were to saunter in with 300 friends and try to take over Balder, it wouldn't be enough to just have those endorsements. They would need to time things very carefully to try to remove members of the current government, so that they could hold onto power for more than a brief moment before Defending nations flood in to support the original Delegate. Further, common tactics like password-locking the region also require Influence to use, so there are many difficulties an aspiring Raider must manage--all while personally controlling only a single WA nation, since it is and always has been rank cheating to ever have a single user play multiple nations simultaneously in the WA.
This is why the "Raiding" and "Defending" aspect of the game is...well, actually a game. If it were too easy to raid it would be a hollow victory, and if it were too easy to defend then no one would bother. The tension between the difficult but real chance of snatching a nation away from its native control is what makes Raiding and Defending interesting, for those who enjoy it. I have never participated myself, and intend to keep it that way: I contribute to Balder in other ways.

I'm pretty sure that since Balder is a sinker region it was created by the game moderators and in specific Testlandia who is owned by Max Barry. Edit:
Balder differs in that regard. Balder can't be password-locked as it is a sinker region. Sinker regions are game mechanically open for everyone except maybe for nations ejected to the Rejected Realms. I don't know if nations are barred from joining a region again if they are banned and sent to the Reject Realms.
I totally agree with you. I don't personally like participating in raids and I rather help Balder in other ways. Nevertheless, I understand the importance of raids to the game.

Sadly this is the truth, Tinhampton and a few others are doing all the writing (there was actually some talk about this in one proposal i think), although i dare say i have seen a few that are quite good and should be presented kinda soon
