This section will tell you. The Thaecian World Assembly Office The Thaecian World Assembly Office is the Office responsible for all things World Assembly (WA) related. The Office represents the elected World Assembly Delegate (WAD) and the Vice Delegate (VD) when the WAD is not available. The WADs key role is to vote on proposed resolutions in the General Assembly and Security Council. They vote on behalf of the Thaecian region as a whole. Their vote often sways how Thaecian World Assembly citizens vote. While not required, it is precedent that for each vote the WAD will ask for opinions from Thaecians on a resolution in the Thaecian Regional Message Board (RMB) and/or a dedicated World Assembly channel on the Thaecia Discord server. These discussions and opinions can help a WAD decide how to vote on a proposal, and also allows the opportunity for the Thaecian Government and other senior Foreign Affairs officials to have their input should they wish. Once a decision has been made and a vote cast, the WAD publishes a dispatch stating how they voted and why. It is worth noting that this, again, is precedent and not required by the WAD. In the World Assembly, before a proposal can be put to vote, it requires to reach a quorum. This can be achieved by getting there resolution approved by WADs. WADs often receive telegrams requesting that they approve a proposal, and whether they do or not is completely up to them. In Thaecia, the WAD holds an executive regional officer role. This is an incredibly important role with major responsibility, as the executive regional officer role means the WAD can dismiss/appoint other regional officers, close the regions borders and updated the World Factbook Entry (WFE). This means the WAD needs to be a trusted person who only exercises the executive powers when it is the wishes of the democratically elected Government and Congress. The WAD can freely update the WFE in order to keep citizens up to date on WA and regional happenings. LYTHUSIA: MORE THAN A CANDIDACY When I thought about running for office, I created proposals, I thought carefully about what I believe, and I seek to put the best into practice for Thaecia, however, I thought that perhaps my campaign so far left several interpretations and few proposals for a position of such importance, so, I now say everything I defend, for you, the citizen, to decide what is best, and if you like at least one of my proposals, I ask you to vote for me. I support a bicameral system, but with one detail: senators cannot propose laws, only amend them and vote on them (after they have passed through the House of Commons). I also advocate a system in which the House of Commons and the Senate (the Thaecian parliament) vote in a Prime Minister who administers Thaecia, while the people elect, by universal and direct vote, a popular representative who has the task of advising and representing the interests of the people, as well as appointing the WA Delegate. I also support making it compulsory to join a party in order to run for any political office. I also support restricting the holding of several positions at the same time, in order to guarantee democratic involvement. I'm running alongside veterans of the region, like Rayekka and The Ambis, and I feel small next to them, but I remember that I'm here to defend not my own interests, but theirs. Yes, I am defending what I believe is best for the region, but I want my candidacy to be supported by the people. I was reluctant about parliamentarianism before, but I thought it over and realized that it is what the people defend and need as a solution to the regional problems, you can participate, if not by running, by giving your opinion, and even by convincing me. The upcoming Constitutional Convention is of paramount importance in regards to ensuring that our region's next Fifth Constitution will provide a strong and stable basis for the future of Thaecia. I have plenty of experience with leading congress, which is similar to what the convention leader will do. I've been speaker of the former house of commons on 4 separate occasions, more than any other individual that I'm aware of. I'm competent and perhaps most importantly I have no life and can devote an immense amount of time into the upcoming convention. As convention leader, I will make a concerted effort to make sure every reasonable proposal gets its turn on the convention floor. if you don't want to vote snalland for convention leader, that's ok because i'm also running for convention member. in that role i will do what i have always done in my 16 terms as a member of congress: advocate for the further democratization of the region. i personally believe that the best way to do that is to transition thaecia into a direct democracy. if you don't vote me into either office that's cool too, i'll only cry a lot. | |

The WA Delegate of Rayekka | Rayekka is running for Convention Member 3 years ago I launched Progressive Parliament (PP) a party looking to reform Thaecia into a Parliamentary Democracy, where the executive was within Parliament, and held to account by Parliament, a President & the courts. 3 years ago, this idea, while popular, never came to be. But yet, 3 years later, this idea is ALIVE with more support that ever. I am running to be a member of the constitutional convention, not just because I believe these is a perfect opportunity to influence the implementation of Parliamentary Democracy into Thaecia, but to use my vast experience as a previous convention leader, Prime Minister, Speaker, Chief Justice, Electoral Commissioner, and current experience of serving as your WAD for the last year, to good use, to ensure a fair, democratic system is put in place with the right level of engagement and checks and balances. The Chair Kingdom of Cerdenia | The Imperial Party's House of Lords: an Advancement Towards Democracy People of Thaecia, I have come to you today to make my case as to why the establishment of a House of Lords isn't just the implementation of a stronger system of checks and balances, nor is it merely a new "gimmick" to our region, it is also a move towards democracy. Throughout the history of Thaecia, the Prime Minister was allowed the power of the Veto, a tool to block legislation which did not receive over two-thirds support in both chambers of Congress, in essence allowing for a third of the region to have its way over the other two-thirds, a complete failure of democracy. The Imperial Party will campaign for the abolishment of the Prime Ministerial Veto, instead pushing the House of Lords as a much superior and more democratic approach to checks and balances. Rather than giving a single individual the power to unilaterally block legislation not supported by the vast majority of citizens, we believe the House of Lords will provide for a fairer alternative. For starters, the House of Lords would not have the power to block legislation which received over three-fifths support in the House of Commons, a much fairer margin to the current two-thirds. Not only that, but it's worth remembering that the House of Lords is not a single individual, as is the case for the Prime Minister, but rather it is a council. In our current plan, up to three sitting members of the Lords would be appointed by the independent figure of the Monarch, while the remainder of the chamber would be composed of high-ranking, merit-based positions, such as the Prime Minister, Chief Justice, Speaker of the Commons and Electoral Commissioner, who would be automatically-nominated following their departure from office, provided they served a minimum period of time. We additionally support the Lords being subject to some form of petition system, being able to be removed from office with the support of enough citizens with a petition, followed by a successful removal referendum. In conclusion, the Imperial Party's House of Lords system is a clear advancement in all fronts. It is more democratic than our current system, requiring smaller margins and giving the scrutiny power to a council rather than a single individual, and it is also more qualified, considering it's composition of individuals who have proven themselves to the people in different branches of government. Overview Founded on March 1st 2024, the Imperial Party of Thaecia (IMP) is a conservative, monarchist, pro-parliamentarism and pro-bicameralism political party in Thaecia. We support the establishment of a principled and independent Elective Monarchy, as well as the general maintenance of core Thaecian traditions and its long-lasting political system. Home Affairs Elective Monarchy: The Imperial Party supports the establishment of an Elective Monarchy in the region. We envision an Elective Monarchy not only as a way to differ Thaecia from the rest of the world, but also as an additional means to promote activity, through the implementation of systems such as royal houses, titles and awards. We also believe the monarch should be required to remain unaffiliated to a political party, as a representative of the people at large, and that they should serve a one year term. House of Lords: We support the reformation of the Senate into a "House of Lords", an upper chamber appointed by merit and capable of providing fair and impartial scrutiny. Being nominated to be a lord would occur in two ways: monarchical-awarding of a peerage, which would be possible for up to three sitting members of the chamber, as well as automatic nomination for service to the region, available to merit-based positions, such as the Prime Minister, Chief Justice, Speaker of the Commons and Electoral Commissioner, provided they served in office for a minimum period of time. For the maintenance of democracy, we believe the Lords should not be able to block legislation which received over three-fifths support in the Commons, instead only having the power to suggest amendments to said bills. Such a system would ensure that bills which pass the House with thin margins can be properly scrutinised before becoming law. Representative Democracy: We are staunchly opposed to any attempts to transition the region into a direct democracy, a system we believe would only serve to destroy Thaecia's long-lasting political system. We are committed to representative democracy, while also supporting a sensible, common sense policy in favour of referenda for big, region-defining issues. Opposition to Frontier Transition: At present, our party stands in opposition to the transition of Thaecia into a "frontier" region. While we recognise the possible benefits to our population numbers, it is not yet clear if our region can protect itself from raiders, nor whether most new nations would even be properly integrated into the region. We support the maintenance of our status as a "stronghold" region for the foreseeable future, while encouraging recruitment through the means of stamps and manual recruitment. Pro-Parliamentarism: The Imperial Party supports the transitioning of the region into a parliamentary system of democracy. We believe that the greater integration between the Executive and Legislative branches, provided by parliamentarism, would be an incentive for newcomers to get involved in executive work, while also ensuring that the Executive is more properly accountable to the legislature, and that unpopular governments can be brought down by parliament. Pro-Bicameralism: Our party remains committed to support Thaecia's historically bicameral legislature. We believe that bicameralism remains an effective force through which ensure a system of checks and balances in the legislature, while also differing Thaecia from other regions. Position Restrictions: We believe in the implementation of a set of restrictions to government officials holding multiple positions at once. We are staunchly opposed to positions such as the Electoral Commissioner, as well as Justices of the High Court, being able to sit in parliament, as this would configure a clear conflict of interest. Opposition to State-Owned Media: The Imperial Party expresses its utmost opposition to the establishment of state-owned media. We believe such organisations to be tools of the existing government to spread propaganda to the citizenry. Foreign Affairs Soft-Isolationism: The Imperial Party believes that the region should adopt a soft-isolationist approach to foreign affairs. While the region should continue to build embassies and sign treaties with friendly regions, we must remember that Thaecia's success lies within Thaecia itself, and as such the government should never seek to drop a policy that is beneficial to our region in order to please a third party. Opposition to Interregional Organisations: We express our staunch opposition to Thaecia's entry into any foreign organisations that would constitute any form of political union with power over Thaecia. We must not allow our laws to be written outside of our region. Pro-Interregional Collaboration: The Imperial Party is supportive of the region participating in interregional events, such as the likes of N-Day, with its allies. Such events are good means through which promote activity between regions in a healthy and respectful manner. Pro-Military: Our party remains committed to supporting Thaecia's longstanding military forces. Our enemies must perish in the battlefield. Legal Affairs Judicial Independence: The Imperial Party believes Justices of the High Court must be constitutionally mandated to remain unaffiliated to a political party. Judicial independence is key for there to be trust in the institution of the High Court, and that is not possible with a partisan court. Monarchical Nomination of Justices: With a future implementation of the Thaecian Monarchy, the Imperial Party would support moving judicial nominations to the independent figure of the monarch, with the justices then being confirmed by parliament following a hearing. Private Property as a Right: Our party believes that legislation should be introduced in order to protect the rights of privately-owned organisations, such as political parties and news organisations, in order to ensure that names and logos can not be stolen by ill-intentioned citizens. Opposition to Lower Courts: At present the Imperial Party opposes the creation of Lower Courts, as we believe them to be unnecessary due to the historically low volume of court cases. Cultural Affairs Roleplay Autonomy: The Imperial Party supports roleplay autonomy, believing the government should generally not intervene in internal roleplay policy. We believe that a Roleplay Minister/Director, along with a roleplay staff selected by said minister, should autonomously manage the roleplay. Regional Polls: We support the continuation of RMB polls as a means to promote activity and discussion within the region. We do note however, that many polls are often not very interesting and fail at this task. We believe the government should seek to explore polls of various political issues, including real life ones, as a means to generate discussion and debate. Regional Events: Our party is of the opinion that cultural events is not where Thaecia's main focus is, and will very likely never be. That said, we do recognise there to still be some form of demand for such events, and stand in support of the continuing existence of the Cultural Affairs Ministry to promote them through Thaecia's discord server. Additionally, we believe the government should explore activities with demonstrable popularity in the past, such as some form of Thaecian "Minecraft Server". Party Constitution Sovereign: The Party Sovereign is to serve as the de-facto leader of the Imperial Party of Thaecia. A vote of no-confidence in the Sovereign may be proposed with the support of a third of party members. Should the Sovereign lose the confidence of a majority of the party, a new election for Sovereign is to be held. Deputy Sovereign: The Deputy Sovereign is to serve at the de-facto deputy leader of the Imperial Party of Thaecia. The Deputy Sovereign is to be appointed/dismissed by the Sovereign at their leisure. Should the Sovereign resign, the Deputy Sovereign shall take over as Sovereign in an acting fashion until a new election for Sovereign is held. Elections: Elections for the position of Sovereign are to be organised by the Deputy Sovereign. Said election shall be held through a public ballot with a two-round voting system. The two candidates with the most votes in the first round shall advance to a second round, in which the candidate with the most votes shall be victorious. Manifesto and Conventions: The Manifesto of the Imperial Party of Thaecia may be amended unilaterally by the Party Sovereign at their leisure. In the leading up to a General Election, the party shall convene for a Party Convention in order to discuss policy and changes to the manifesto. Party Constitution: Changes to the Party Constitution may be presented by the Sovereign, or by party members with support of a third of the membership.
