I'm not looking to establish any embassies until we have 3 ambassadors for the 3 regions we do have an embassy with

Given our small population, I have to say that 3 ambassadors per region is going to be very hard to come by. I'd suggest just one. The decision, however, is of course yours.

after doing so

Excellent question, Thermio! To set up a party, you need to create a political manifesto/campaign platform for it outlining what the party stands for across the different policy areas of our region.

Here are two examples of parties that have done that:

Once you have a platform and a logo for your party, you can start recruiting members for it :)
