The Emirate of Vultu is a gargantuan, environmentally stunning nation, notable for its compulsory military service, devotion to social welfare, and stringent health and safety legislation. The democratic population of 23.356 billion Vultuans are prohibited from doing almost everything except voting, which they do timidly and conservatively.

The government — a sprawling, bureaucracy-choked, moralistic, socially-minded morass — prioritizes Welfare, with Defense also on the agenda. The average income tax rate is 71.4%, and even higher for the wealthy.

Crime, especially youth-related, is totally unknown, thanks to a well-funded police force and progressive social policies in education and welfare. Vultu's national animal is the hawk, which soars majestically through the nation's famously clear skies.
