The Dominion of The Greater United Territories is a gargantuan, environmentally stunning nation, ruled by Konur Grohto with an iron fist, and renowned for its anti-smoking policies, keen interest in outer space, and punitive income tax rates. The compassionate, cynical population of 19.204 billion Culdorians are ruled with an iron fist by the dictatorship government, which ensures that no-one outside the party gets too rich. In their personal lives, however, citizens are relatively unoppressed; it remains to be seen whether this is because the government genuinely cares about its people, or if it hasn't gotten around to stamping out civil rights yet.

The government — a sprawling, bureaucracy-choked, corrupt, well-organized morass — juggles the competing demands of Education, Environment, and Law & Order. It meets to discuss matters of state in the capital city of Arkadia. The average income tax rate is 82.9%, and even higher for the wealthy.

The Culdorian economy, worth 950 trillion Sessolas a year, is driven almost entirely by government activity. Fearful citizens watch their every move as does their government, religious education is a new government priority, antique comic book collectors are disappointed to hear that their treasures are worth exactly as little as their mothers said they were, and five-year-olds chanting "Little Miss Muffet" are accused of bullying arachnophobes. Crime, especially youth-related, is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. The Greater United Territories's national animal is the Feline, which frolics freely in the nation's many lush forests.
