The Terran Covenant of Teutionia is a gargantuan, socially progressive nation, ruled by High King Charles Martin with an iron fist, and notable for its complete lack of prisons, sprawling nuclear power plants, and vat-grown people. The hard-nosed, cynical, humorless population of 21.726 billion Teutonians are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

The relatively small, corrupt government is primarily concerned with Defense, although Industry and Education are also considered important, while Spirituality and Environment are ignored. It meets to discuss matters of state in the capital city of Hope. The average income tax rate is 98.5%.

The frighteningly efficient Teutonic economy, worth an astonishing 19,193 trillion Credits a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. However, for those in the know, there is an enormous, deeply entrenched, broadly diversified black market in Information Technology, Arms Manufacturing, Retail, and Uranium Mining. The private sector mostly consists of enterprising ten-year-olds selling lemonade on the sidewalk, but the government is looking at stamping this out. Average income is a breathtaking 883,423 Credits, and distributed extremely evenly, with little difference between the richest and poorest citizens.

Military officers are given medals for disobeying orders, Teutionia's free colleges struggle to maintain standards in the face of overwhelming demand, creating cardboard imitations of missiles is a new top-secret military project, and being sent to collections is more dangerous than ever. Crime is totally unknown. Teutionia's national animal is the Crying Wolf, which is also the nation's favorite main course, and its national religion is Luxorism.

Teutionia is ranked 5,467^th in the world and 9^th in The Universal Order of Nations for Lowest Crime Rates, with 114.35 law-abiding acts per hour.
