The Winter Kingdom of Snow Panther is a colossal, safe nation, ruled by Hoarfrost Mouser with a fair hand, and renowned for its museums and concert halls, ban on automobiles, and restrictive gun laws. The compassionate, democratic, devout population of 5.677 billion Snow Panthers are free to do what they want with their own bodies, and vote for whomever they like in elections; if they go into business, however, they are regulated to within an inch of their lives.

The medium-sized, socially-minded, outspoken government juggles the competing demands of Welfare, Administration, and Spirituality. It meets to discuss matters of state in the capital city of Solitary Larch. The average income tax rate is 28.8%, but much higher for the wealthy.

The large but inefficient Snowy economy, worth 244 trillion pantheras a year, is quite specialized and led by the Trout Farming industry, with significant contributions from Basket Weaving, Beef-Based Agriculture, and Tourism. Crime, especially youth-related, is totally unknown. Snow Panther's national animal is the Ice Panther, which frolics freely in the nation's many lush forests, and its national religion is Hibernal Rites.
