The Kislevite Territories of Sibyria is a gargantuan, safe nation, ruled by Tzar Vladimir III with an iron fist, and renowned for its state-planned economy, complete lack of prisons, and punitive income tax rates. The hard-nosed, cynical, devout population of 14.134 billion Kislevites are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

The enormous, corrupt, moralistic, socially-minded, well-organized government juggles the competing demands of Defense, Law & Order, and Spirituality. It meets to discuss matters of state in the capital city of Jekatarinburg. The average income tax rate is 73.8%, and even higher for the wealthy.

The large but sluggish Kislevite economy, worth 426 trillion Rubles a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. The industrial sector, which is broadly diversified, is dominated by the Arms Manufacturing industry, with significant contributions from Uranium Mining, Trout Farming, and Book Publishing. Troops are either deafened by gunfire or a hysterical voice screaming the Party manifesto, the tragedy of the commons is being tested nationwide but everyone says it's somebody else's problem, Tzar Vladimir III has just been declared ruler of Sibyria in an international press conference, and Kislevite Orthodox has been named as Sibyria's national religion. Crime, especially youth-related, is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Sibyria's national animal is the Bear, which frolics freely in the nation's many lush forests, and its national religion is Kislevite Orthodox.
