The compassionate, cynical population of 1.842 billion Savarkists are kept under strict control by the oppressive government, which measures its success by the nation's GDP and refers to individual citizens as "human resources."

The medium-sized, corrupt, well-organized government juggles the competing demands of Defense, Education, and Law & Order. The average income tax rate is 55.4%.

The powerhouse Savarkian economy, worth 179 trillion melcas a year, is fairly diversified and led by the Arms Manufacturing industry, with major contributions from Book Publishing, Information Technology, and Trout Farming. Black market activity is frequent. State-owned companies are common. Average income is 97,525 melcas, and evenly distributed, with the richest citizens earning only 4.6 times as much as the poorest.

Cars have been banned, all facts are created equal, a nickname of "Doctor Death" probably indicates a decorated war hero, and one-man canoes fitted with the latest tracking technology leave no room for one man. Crime, especially youth-related, is totally unknown, thanks to a well-funded police force and progressive social policies in education and welfare. Savark's national animal is the Cougar.
