The Empire of Rototornik is a gargantuan, efficient nation, ruled by Senior-General Ivan Mordvinov with an iron fist, and notable for its ubiquitous missile silos, complete lack of prisons, and pith helmet sales. The hard-nosed, cynical, humorless population of 24.608 billion 'Tornikians are kept under strict control by the oppressive government, which measures its success by the nation's GDP and refers to individual citizens as "human resources."

The medium-sized, corrupt, moralistic, well-organized government is primarily concerned with Defense, with Education, Law & Order, and Industry also on the agenda, while Social Policy and International Aid aren't funded at all.
