The Empire of Rototornik is a gargantuan, efficient nation, ruled by Senior-General Ivan Mordvinov with an iron fist, and renowned for its public floggings, vat-grown people, and suspicion of poets. The hard-nosed, cynical, humorless population of 24.522 billion 'Tornikians are kept under strict control by the oppressive government, which measures its success by the nation's GDP and refers to individual citizens as "human resources."

The medium-sized, corrupt, moralistic, well-organized government is primarily concerned with Defense, although Education, Law & Order, and Industry are also considered important, while Social Policy and International Aid aren't funded at all. Rototornik's national animal is the Nigershrimp, which teeters on the brink of extinction due to heavy metals seepage into national waterways, and its national religion is Orthodox Christianity.
