The Holy Empire of Mardunia is a huge, cultured nation, notable for its infamous sell-swords, ritual sacrifices, and stringent health and safety legislation. The hard-nosed, cynical, devout population of 267 million Mardunians are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

Diners regard burgers made from mechanically reclaimed cow protein as "proper meat", wrongful arrests abound as 'criminals' blame the guy next to them, soldiers go to war dressed in cassocks and robes, and it is said that a Mardunian woman's work is never done. Crime, especially youth-related, is totally unknown, thanks to the all-pervasive police force and progressive social policies in education and welfare. Mardunia's national animal is the sun, which frolics freely in the nation's many lush forests.
