Their poorer citizens, however, are mostly starving to death while being urged to go out and get real jobs. The relatively small, outspoken government juggles the competing demands of Welfare, Education, and Healthcare. It meets to discuss matters of state in the capital city of Hencke. Citizens pay a flat income tax of 8.8%.

The very strong Hebean economy, worth 209 trillion denaris a year, is broadly diversified and led by the Book Publishing industry, with major contributions from Information Technology, Soda Sales, and Tourism. Average income is 67,989 denaris, with the richest citizens earning 9.2 times as much as the poorest.

Legate Karl Gauss has just been declared ruler of Hebe in an international press conference, starry-eyed convention goers have their heads in the clouds, the new hit series "Hebe's Got Trauma" has corporate executives fleeing the country, and the contraband cigarette trade is lighting up across Hebe. Crime is well under control. Hebe's national animal is the eagle and its national religion is Tellurism.
