The hard-nosed, cynical, humorless population of 5.377 billion Bingoans are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

The enormous, corrupt, moralistic, well-organized government prioritizes Administration, with Industry, Healthcare, and Defense also on the agenda, while Spirituality and Welfare aren't funded at all. The average income tax rate is 78.9%, and even higher for the wealthy.

The frighteningly efficient Bingoan economy, worth 791 trillion Oranges a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. However, for those in the know, there is an enormous, deeply entrenched, quite specialized black market in Arms Manufacturing, Retail, Furniture Restoration, and Automobile Manufacturing. The private sector mostly consists of enterprising ten-year-olds selling lemonade on the sidewalk, but the government is looking at stamping this out. Average income is an impressive 147,221 Oranges, and evenly distributed, with the richest citizens earning only 2.3 times as much as the poorest.

Meetings involving club finances are frequently broken up by men in black suits, warning signs caution Bingoans where they may fall off 'the edge of the world', serial killers who are released early distribute death but not their seed, and the government tries not to listen to the people unless it absolutely has to. Crime is pervasive, possibly because it is difficult to make it through a day without breaking one of the country's many regulations.
