The Kingdom of Apoctlaca is a huge, orderly nation, notable for its barren, inhospitable landscape, keen interest in outer space, and stringent health and safety legislation. The compassionate, cynical, devout population of 697 million Apoctlacis are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."

The enormous, socially-minded, well-organized government juggles the competing demands of Defense, Law & Order, and Spirituality. The average income tax rate is 70.5%, and even higher for the wealthy.

The sizeable but sluggish Apoctlacan economy, worth 21.0 trillion beans a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. The industrial sector is led by the Uranium Mining industry, with major contributions from Arms Manufacturing, Information Technology, and Woodchip Exports. Average income is 30,169 beans, and distributed extremely evenly, with practically no difference between the richest and poorest citizens.

Travelers are subject to extensive searches if beet stains are visible on their clothing, goldfish bowls are three metres in diameter, Apoctlaca has designated Apoctlaca City as its capital city, and the "Underwear of Women in Power" issue of The Apoctlaca City Times is sold out. Crime, especially youth-related, is totally unknown, thanks to a very well-funded police force and progressive social policies in education and welfare. Apoctlaca's national animal is the Feathered Couatl, which teeters on the brink of extinction due to widespread deforestation.
