The hard-nosed, cynical population of 16.207 billion Andelians are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

However, for those in the know, there is a slick, highly efficient, broadly diversified black market in Information Technology, Arms Manufacturing, Automobile Manufacturing, and Book Publishing. The private sector mostly consists of enterprising ten-year-olds selling lemonade on the sidewalk, but the government is looking at stamping this out. Pre-schoolers who draw stick figures of their favorite celebrities are sued for infringing image rights, APCs on school runs disgorge kids via assault ramps, major cities shut down as their local sports team takes to the field every day, and foreign casinos have trouble paying fans who bet on the triumph of the Dammelburg Wolves against long odds. Crime, especially youth-related, is totally unknown, thanks to a capable police force and progressive social policies in education and welfare. Andel I's national animal is the Wolf, which teeters on the brink of extinction due to widespread deforestation.
