It seems as if he was planning this as he only moved to the region AFTER it reached quorum. I can't find anything past that point and I do not know if they have been in the TROWW before this, this scenario just seems off to me...

Joining the map: New nations

In the United Nations, nations can only join the map after 70 days. In the meantime however, new nations are able to reserve their stake of land until they have resided in United Nations 70 days. Reserved land appears as a shade of grey, but your nation's name, colour, and any other information will not be displayed.

While land is reserved, no-one can claim it! Reservations will expire if you leave the region or CTE.

Once you have resided more than 70 days, you can be officially added to the map! This includes your colour, name, and capital city.

To reserve land, telegram Imperial Eden. Please read the conditions of reserving and claiming land below.

Joining the map: Nations residing more than 70 days

If you've resided in United Nations 70 days or more, you can claim land and add yourself to the map by telegramming Imperial Eden. In your telegram, include the Earth states that you would like to claim, your preferred colour, and the placement of your capital city or any other geography you think important to your nation.

Conditions of reserving and claiming land

The maximum amount of land able to be claimed is proportionate to a nation's population size and time spent in the region. This means that the longer you've been in the region, the more land you're eligible to claim. This is decided somewhat arbitrarily, and is relative to the size of other nations in the region.

A maximum of two nations per person can claim land (your main nation and a puppet).

Changes to your nation's representation on the map are permitted. Changes may include lands claimed, colour, capital city name and placement, etc.

Nations with full status on the map who CTE will have 60 days to log back in before their claim is erased.

Conflicts over land

With the number of nations staking a claim for land growing, the world is shrinking and the amount of claimable land with it!

If your nation has a connection through name or theme to a particular real-life nation that is already occupied on the map, do not worry.

Nations change their borders and relocate quite frequently, and if you would like to claim or split land that is already occupied, telegram Imperial Eden and a negotiation between yourself and the occupying nation will be facilitated.

Please note that this is not a guarantee of remediation and that the occupying nation ultimately retains full rights over the decision to cede any land.

Having a internal crisis on whether I should submit my World Assembly proposal or not.

In drafts, I posted it and there were some issues with my proposal, in which I fixed and asked for any more critiques, which I have been waiting for over about 2 weeks to receive any feedback, in which I didn't.

Not sure how to take this situation as, as it could be "It's either good enough to submit" or "It's so bad that nobody bothers posting feedback" and I'm divided by the two as I'm not sure which to believe in honestly. I don't want to believe it's either and that my draft should just be abandoned, but I refuse to do so.
