Definitely for the regions who developed a culture for sure. Those are usually prime targets for raids and re-founds; especially if it's a region of renown.
Playing devil's advocate here, Tagging is fighting over advertisement spaces. Sure, a few regions that get tagged may be semi-active, but a lot of the time they are dead or dying, only kept alive by the puppets left there. Detagging is really just washing away that advertisement.

From the native's and defenders viewpoints your right. From the raider perspective tho, they're just bringing attention to they're region and getting a "trophy" out of it.
