The government would be somewhat slow, they'd probably try to hole up in Nova Noctia, and then try to fix the issue using whatever they have. In the end, the Government's more out for itself than it's people, so no wonder they'd hide in an underground citadel to guarantee safety.

Depends on the crisis. We have project safe house to deter our people away from deadly diseases and nuclear apocalypse. Project Safehouse also states that in the event of disasters by mother nature local federal agencies are required to provide to the President and the federal council a federal disaster area within 24 hours and provide necessities to the affected area/people like food, water, and shelter.

Forgot to mention that Project Safehouse was enacted by the government to build bunkers around the country to house our people in the event of deadly diseases and nuclear apocalypse.

So the capital building is actually an underground bunker designed to remain isolated and self sufficient for six months. They have internet access so they can keep tabs on what's going on (provided the internet remains active), and can effectively govern while isolated from whatever the crisis may be. They respond fairly quickly, but also become lost quickly if the crisis takes out their internet access.

Depending on the nature of the crisis, the Foremost and the Maadi might be able to respond quite quickly, such as in the case an event which doesn't destroy the golems unfolds near enough to one to be detected and the information regarding it communicated to the semi-collective-consciousness. In the event that a crisis goes undetected for a long time, however, their response would be greatly hampered. At any rate, they'd be sure to act to extract themselves from the situation once it was clear what was happening.

Not very well, honestly. The most that could happen is that the King, or Prince Royal should he have the authority, send in the Military to aid those affected / to correct the situation. Each jurisdiction ( the Principality, the Duchy, and the Earldom ) have their own militaries and the presiding noble ( who rules in the King's name ) will have the authority to respond to a crisis within their own borders; though even then, a noble using the military without the King's consent can easily be mistaken for an act of rebellion.
