The flames start to die down as Kyogya descends to the street. The smoke could be seen for miles, all these homes, stores, parks, now nothing more than ashes. Kyogya chuckles to himself "They didn't put up so much as a fight...maybe the next town will have something more interesting." from behind him, a young woman calls out to him from behind "Stop! Can't you see you've done enough!?" Kyogya turns around, "Oh? You are a brave one....telling me, of all people, to stop?" he drags her telekenetically towards himself, holding her a few inches off the ground in front of him, face to face. "And would you mind telling me your name?" She struggles, but doesn't speak. "No longer so brave are we? Maybe if you run along I'll pretend I didn't see you." She spits in his face "Monster....we both know that's a lie...you'd kill me the second I turned my back." Kyogya wipes the saliva off his face "That gave me a wonderful idea....a gift....it's called despair." he snaps as she vanishes. Kyogya takes one final look at his work before walking off into the remaining flames.
Sephiran looks at the town in shock, every street, gone, incinerated. Nothing remained of his home town. He called out for people he knew, no one responded. "Who...no...what could have done this?" He looks up to see a singular security camera in the grocery store parking lot, somehow, it had escaped the flames. After retrieving it, he examined its recordings. "No....it...can't be.....he saved......no..." all he sees is the same man who fended off Triple Strike a year ago, Ephraim. "This...this is some sort of twisted joke......isn't it...surely..." he plays the video back again, and again, and again...no survivors, no mercy, just flames, death, and destruction. "I'll find that bastard......I'll make him pay...."
So he just comes out of nowhere, looks at this town Ephraim was in and goes "Yeah, I'm gonna burn it?"

Why does he need to know her name, he's already displayed massive amounts of power, this has no bearing on anything.
If by despair, he means become a plot contrivance, then, yeah, he's on point.
He looks at a camera, decides "Yeah....revenge time" and goes with it? Doesn't even search areas that may have survivors, just "No one I know is visible, or responding, the other people don't matter." Also, "I'll find that bastard" is such a generic sentance.
