I'd start with a quick overview of either your nation as a whole or parts of your nation. If you want to make more facts about your military, legislature, or whatever, I'd start with some kind of overview of those before delving into more in-depth items.

While the government is taking responsibility for the incident the cause is the C.N.W.D.A. (Crossian Nuclear Waste Disposal Agency), who has ignored multiple safety protocols and guidelines, they have also made deals with safety inspectors to hide their misdeeds, we are punishing those responsible for the accident.

Breaking News! The former leader of the C.N.W.S.A., who has been largely at blame for the nuclear disposal site accident, has been found dead with no culprit found as of current. Many people are saying he got what he deserved with even some family not seeming saddened.
