They can,i only own the lands owned by the NCR on a couple of maps i found plus some extra as Monti (based, fallout lore expert) said the legion probably would have died and the NCR would haev stolen some of there land, the rest of my land is deivded into territories, those being the following

Northern Territories, Arizona Territory, Mojave Territory, Utah Territory, New Mexico Territory and Colordo Territory
