Poor heating is what comes to mind but he did mention other things like not proper insulated walls, not enough homes for everyone and sh*tty exploitative landlords but that's universal

New Zealand's housing quality is horrendous. If it was built before maybe 1990, chances are it's unhealthy to live in. Many houses have poor insulation, are poorly ventilated and thus have mould problems, and I've recently learned that our electricity is quite expensive. So, rather than blast a heater or heat pump for hours only to cost tonnes in electricity and have the warmth escape because it's poorly insulated, many people (including myself) put on many layers, wrap themselves in blankets, and cuddle hot water bottles out of necessity. During coldest third/half the year, in the house I've been flatting in, I've been able to see my breath inside. Hell, it's often warmer outside than in. I blast a heater in my room for an hour (with the door, windows, and curtains closed) and two hours later you basically can't tell I tried to warm up the room.

Laver also mentioned our landlords. While, of course, we do have some good landlords, many are total trash. I believe the current government has promised new heating regulations for rental properties, however it's election season, and this isn't law yet, and likely won't be until 2021 or 2022. The group that represents our landlords told them not to get their properties up to this higher standard until it's signed into law, because there's a possibility the opposition will get in and axe the proposal.
