The Republic of Lower Nubia | Session of the Addis Ababa Summit of the African Congress - 22nd October DRAFT - for summit consultation and correction. Tag: Roleplay Category: Separate Legislation. Purpose: Provide funding to the activities of the congress in terms of delegating administrative costs in a fair and accessible manner. Proposal Aims: The African Continental Congress (ACC), as outlined in the Principe Proposal, presented by The mediterranean netherlands, will provide a facility and area for Congressional admin. The allocated funding of this administrative work is of primary concern especially for pressure from primary funders on the congress which must be mitigated. Identifies the diverse foreign policy of nations across the continent and their attitudes for international organisations as being equally diverse. Necessitates the need for a balanced funding scheme by all members, whereby the Congress is never dependant on the funding of any one member nation, lest conflicts of interest arise. Protects those nations unable to provide funding from being excluded from the Congress and guarantees, with valid reason, their ability to vote and legislate to the congress even without providing to the budget, these reasons include; a) Within the grips of financial crises, corresponding to two-quarters of negative economic growth. Allows nations regardless of meeting the above criteria to continue, of their own volition, to provide towards the budget. Extends funding to donations from private actors which will be taken first in balancing the Congress' expenditures, whereby if the budget is filled through donations nations will be proportionally rebated the levied budget. Prohibits the Congress from spending beyond its budget into deficit and thus necessitates guarantees from nations to reach the necessary budget if donations fail to be attained or are inadequate. Understands the potential for corruption or waste of financial resources within the Congress and creates within the administration wing of the Congress, the Congressional Funding Committee (CFC) who provides; a) Audits of revenues and expenses. Concerning the implementation of a Budget: 1. The Budget will be under monthly review to recognise new member nations presenting funding, economic shortfalls in member spending, and evaluate changes in Congressional policy, and thus spending. 2. The budget will be levied based on a maximum tax of 0.01% of government revenues. 3. The benefit of nations attending is providing the voice of their nation on legislation, especially on the budget and providing a positive outlet for their nations international standing, and thus the summit is open to all nations. | |

African congress | Opening of the African Congress Summit in Addis Ababa to all Africa Nations - Roleplay Addis Abada - At 5:00 PM local time that gavel was banged and the Addis Abada summit officially came to a close. After 10 days of deliberation by African member countries, compromises where reached, diplomatic bridges were built, and Africa as a whole cane out stronger. The next step will be to vote up in and implement the legislation drafted at this conference and to ensure that the bonds built here last for generations to come. | |
