Acknowledges the state of the war and the voaltile state of the country. Given the unsure nature of the war, it creates unsafe and uncertain working conditions for UCP employees and their families. The unstable economic state of the country has made it harder for UCP employees and their families to get healthcare or medicene, often with items having to be shipped in from Cybusian or Timmy Europe at greater cost to the organization.

We have also witnessed an increase in crime and lapse in safe operations as well as uneffective governance.

Therefore, till deemed safe again by majority vote, this legislation will order that most non-security and non-humanitarian agencies relocate their employees and families from Moscow to the closest UCP office in Paris, with certain aspects being transffered to nearby Minsk and Frankfurt.

The Wagain delegation is hesitant to draw back the UCP's ground presence in Lucija, particularly at a time when humanitarian needs are growing. However, we agree that the safety of UCP personnel must be the organisation's primary concern, and agree that the breakdown in law and order in large parts of the country suggest staff safety cannot be guaranteed. As such, we vote AYE on this measure.

That said, Ambassador Guiracocha has offered an amendment seeking to change the location from Paris to Warsaw, where the Central & Eastern Europe region already operates a backup headquarters. While there is a significant UCP presence in Paris, facilities there are already at capacity. The secondary site at Warsaw is already prepped and has the additional advantage of being considerably closer to Lucija, where the bulk of the UCP's attention is needed. Minsk and Frankfurt would continue to be used as forward logistics bases by the UCP.
