The Empire of DaitoTIO

Seeing as it's been 18 days since the last RP question, allow me to pose you one: History books often speak about leaders who are generally considered "great", but also about leaders who brought ruin to their people. Who is your country's worst leader?

For example, in terms of the cost of life in Daito as a result of the war he got the country involved in, it would be a fair assessment to claim that Hisayuki Sonyu, the Prime Minister of Daito from 1937 to 1945, was among the worst. However, where he stands above others is in his efforts to uproot and destroy democracy within the country, imposing a one-party, authoritarian regime upon the country and encouraging rampant xenophobia, all in "the name of the Emperor", when in reality, he was seeking power for himself and to "correct" perceived past wrongs against the "old order".
